Market Engagement — Grounds Maintenance IT Solution

Tender description

The NIHE requires an IT system to support management and maintenance of the grounds asset register and management of grounds maintenance service contracts with external contractors and in-house direct labour organisation for circa 1370 ha public open spaces. Only suppliers whose products meet the criteria in section ll.2.4) below are invited to register their interest. Lot 1: NIHE are interested in engaging with suppliers who currently provide a grounds maintenance IT solution to organisations who generate in excess of 8 000 works orders per annum. The Housing Executive's open spaces include; 1 242 ha grass, 130 000 trees and shrubbery/hedges/hard surfaces. We are interested in engaging with suppliers who currently provide IT systems which match the following criteria: • grounds asset register to maintain asset history and associated features/categorisations for circa 60 000 plots; • integration with Housing Executive GIS/grounds asset mapping system data based on Irish grid, including in-house developed web apps, for management and maintenance of grounds asset; • creation and management of scheduled cyclical work programmes and non-routine works for grounds maintenance contracts including schedule of rates, bills of quantities and budget profiling; • works order generation and contractor payments processing including interface to organisation’s finance system; • contractor performance management including parameter-based inspections generation/processes, variation orders and pre/post contract reports; • mobile working using organisation Microsoft Windows devices in both online and off-line mode; • external and in-house contractor access to system and/or contractor interfaces; • reporting functionality including management dashboard options and data dictionary/data extract options to support use of in-house Data Analytics reporting services.
