Why the Work is Being Done HMPO is transforming its IT services, moving to a more agile, product centric, cloud first architecture, and is significantly advanced in the implementation of this transformation. A key element of this is the transformation of how our data is stored, appropriately shared, and utilised. Much of this is predicated on a Serverless architecture with a high degree of automation, and very high security standards. Problem to Be Solved Enterprise Architecture - IT Portfolio Management (Inventory, Application Lifecycle Current State, Target state) - Architecture repository management - Setting policies, standards, patterns - Technical Assurance and review of designs - Design Governance - Enterprise Roadmaps - Technical risk management Solution Architecture - Technical options assessment - High Level design - Detailed design - Transition Architectures - Drafting technical requirements for suppliers - Solution documentation - Support and troubleshooting transition and go live N.B Whilst the focus is on Software, Infrastructure and Data architecture the service should include the ability to call off Business Architecture services too. Who Are the Users HMPO needs an Enterprise Architecture and Solution Architecture service to support the in-house TDA team in (1) setting overall technical direction, (2) promoting and assuring alignment and convergence to the HO Technology Strategy, (3) defining High Level and where required Detailed solution architectures for new Digital Products and architecturally significant enhancements to existing Digital Products (4) assuring consistency, reliability, security and interoperability of HMPO's solutions end to end. This service covers a range of user needs inc: As Portfolio CTO I need to ensure IT solutions for HMPO intiatives meet the user needs, address key NFRs and align with HO Technology strategy. Early Market Engagement None Work Already Done Capability currently exists for most of these services but provided through several individual specialists rather than one service offering. There a few dozen projects supported some yet to be initiated. Existing Team HMPO's Transformation is being delivered by a mixture of in-house resources and other suppliers, the successful bidder will need to work with, including Level 1 and Level 2 support, Delivery teams for Digital Products, Technical Design Authorities and HO Cyber function. Current Phase Not applicable Work Location Westminster, London Working Arrangments Some on-site work may be required but much of the work can be completed remotely. Security Clearance SC clearance as a minimum. Additional T&Cs Note: Home Office DDaT are applying target rates to all procurements. Although these are not mandated, it will be factored into the pricing evaluation at written proposal stage. Rates as follows: - Architecture: £600(SFIA 3); £750(SFIA 4); £950(SFIA 5) - Data: £550(SFIA 3); £650(SFIA 4); £900(SFIA 5) - Delivery: £500(SFIA 3); £700(SFIA 4); £850(SFIA 5) - Engineering: £450(SFIA 3); £650(SFIA 4); £800(SFIA 5) - IP Ops: £450(SFIA 3); £650(SFIA 4); £800(SFIA 5) - Product: £540(SFIA 3); £680(SFIA 4); £800(SFIA 5) - QAT: £460(SFIA 3); £575(SFIA 4); £800(SFIA 5) - UCD: £425(SFIA 3); £575(SFIA 4); £625(SFIA 5) Skills & Experience Experience of providing architecture services in an agile environment, and application of GDS principles and best practices Experience of applying Scaled Agile methods Experience of leading initial architecture envisioning efforts Experience of defining technical strategies to migrate off legacy infrastructure Experience of Cloud first and Hybrid Cloud/On-Premise architecture best practices, ensuring systems are Reliable, Secure, Cost effective, Operationally efficient and interoperable Experience of Software development best practices including microservice architectures Experience of AWS services (e.g EC2, IAM, RDS, VPC, Direct Connect, GuardDuty) and best practices Experience of Networks, network hardware, network tools and Network Security encryption LoadBalancing, DNS, Firewalls, SSL/TLS, CSOC protective monitoring technologies LDAP, PKI etc Proven experience working in containerised environments using Kubernetes and surrounding ecosystem: Docker, Helm, KOPS etc. Well versed in variety of tools and environments Linux, Relational and non-relational Databases, Monitoring systems, Queueing systems, LDAP, IDAM, Hashicorp products: Vault, Consul, Packer Experience of applying Security by Design and application of NCSC best practices Experience with DevOps tools, culture and automation (terraform, puppet, ansible, scripting, Jenkin). And development workflows, CI and other open source tools Experience of End User Compute solutions (e.g End User Devices, Voice, Office, Windows OS, Citrix, Active Directory, File storage) Nice to Haves No. of Suppliers to Evaluate 3 Proposal Criteria How the suppliers approach would ensure solution designs meets HMPO needs Team structure, capability and knowledge of the technologies required to deliver the services Approach to transition & handover from incumbent specialists VFM and how it would be maintained or improved Cultural Fit Criteria Evidence of experience of adopting approaches that enable architecture led delivery in an agile product centric organisation Evidence of experience of sharing knowledge and experience with other team members Evidence of experience of being transparent and collaborative with colleagues and Product owners Evidence of experience of seeking to innovate and improve Payment Approach Time and materials Assessment Method Presentation Evaluation Weighting Technical competence 60% Cultural fit 15% Price 25% Questions from Suppliers No questions have been answered yet Budget range £3.5m
