Tender description
The NWEAB seeks to appoint a supplier that can support the programme office to deliver a number of programme business cases to HM Treasury 5 Case Business Model standards. The programme business cases currently being develop are: - Low Carbon Energy Programme - Advanced Manufacturing Programme - Land-Based Industries and Tourism Programme - Land and Property Programme - Digital Programme The main role of the supplier will be to provide advice and guidance to the programme office on the development of the business cases, but may also include: - Writing specific contributions; - Facilitating workshops; - Supporting the development of a portfolio business case; - Supporting the development of project business cases; - Reviewing programme and project business cases. The NWEAB is looking for someone with expertise and previous experience in writing Business Cases using the 5 Case Business Model. Experience with both programme and project business cases is desirable. The supplier will act as a critical friend to the Programme Office and will help provide guidance, analysis and the tools required to successfully develop the business cases. The supplier should have a proven track record in this field and should be able to provide examples of other successful projects they have been involved in which used the 5 Case Business Model. Consultants are required to understand the policy drivers and the strategic context for the growth deal and the proposed programmes. This will include the need to consult with relevant stakeholders across the North Wales Economic Ambition Board, UK and Welsh Governments. Consultation with other external stakeholders such as industry and the private sector, local authorities, and end users and beneficiaries will also be important and should be a carried out in conjunction with the Programme Office. The consultant will be required to assist in the development of the strategic, economic, financial, commercial and management cases to produce a compelling 5 case business plan. A particular strength in the development of economic and financial cases is desirable. Consultants will work with the Programme Office to deliver drafts of the business cases and keep relevant partners informed of progress at all times. The final business cases will be jointly prepared and presented to the North Wales Economic Ambition Board for approval.
