Tender description
The authority is seeking to establish a multi supplier framework agreement for the provision of construction works and associated services on the Parliamentary Estate, including the Palace of Westminster under the following lots: • Mechanical Electrical Public Health — Lot 1, • Conservation — Lot 2, • Minor Works — Lot 3. The scope of the works and associated services is contained within the ITT documents. The framework agreement is for the use of the In-House Services and Estates (ISE) department to deliver a programme of works in advance of the restoration and renewal programme, which will ensure on-going business continuity of services, prevent un-planned outages and to address health and safety issues arising from both failing mechanical and electrical systems and the erosion of the building fabric. A framework member in lot 1 shall provide core works and services, delivered inhouse with specialist works and services delivered in conjunction with established supply chains. Typical core works projects include (but are not limited to) works to MEP systems such as low power unit boards, UPS, steam system, water supply, ventilation ducting, division bells, sewerage, chillers and any ancillary specialist services. These core works could involve (but not limited to) any of the following: enabling works; construction works and associated trades in connection with which services are required: sanitary fittings; services equipment; sewage and waste disposal repair and plumbing installations; water installations; heat source (including combustion); space heating and air treatment; ventilation systems; electrical installations; gas installations; lift and escalator installations; protective installations including fire; internal CCTV and security; communication installations; ICT infrastructure works; specialist installations including sprinklers; builders work in connection with services; civil works in the ground; incoming services and statutory connections (including UPS); refrigeration; surveys of MEP systems; disposal of plant and materials; storage of plant and materials; scaffolding; switchgear; transformers; testing and commissioning; principal contractor for complying with CDM 2015. Core services that could be required in conjunction with the core works include (but are not limited to): design; pre-construction services; construction management and other services in the following disciplines: mechanical and public health engineering; electrical engineering; electronics and control systems engineering; structural and civil engineering; fire engineering; logistics; statutory consents; principal designer for complying with CDM 2015. The estimated works and services total value per annum for this lot is GBP 10 million to GBP 15 million per annum. A framework member on this lot shall provide core works that should be delivered inhouse with specialist works and services delivered in conjunction with established supply chains. Typical core works projects are generally specialist conservation works and could include (but is not limited to): stonework, brickwork, plasterwork, carpentry, leadwork and metalwork, glasswork, paint and finishes, tiling and mosaics, and any associated temporary/make safe works and any ancillary specialist services. The core works could involve any of the following enabling works or construction works and associated trades in connection with which services are required including (but not limited to): stone masons; traditional roofers; glaziers; conservators; asbestos removal; lead work; joinery/carpentry; structural/architectural metalwork; stained glass and metalwork; plaster works; mosaics and tiling; heritage finishes/decorators; french polishing and bronze restoration; GPR surveyors/specialist none intrusive surveys; CCTV inspection contractors; intrusive survey works; storage of materials; scaffolding; testing and commissioning; principal contractor for complying with CDM 2015. Core services that could be required as part of the above works could include (but is not limited to): design, pre-construction services, construction management and other services in the following disciplines: conservation works to listed buildings (both external and internal); fabric safety; general building services (both external and internal); structural and civil engineering (if required as a consequence of the building, conservation and fabric works); mechanical and public health engineering (if required as a consequence of the building, conservation and fabric works); electrical engineering (if required as a consequence of the building, conservation and fabric works); fire engineering (if required as a consequence of the building, conservation and fabric works); statutory consents (if scaffolding is designed); logistics; principal designer for complying with CDM 2015. The estimated total value of the works and services per annum on this lot is GBP 10 million to GBP 15 million per annum. A framework member in this lot shall provide core works and services that should be delivered inhouse with specialist works and services delivered in conjunction with established supply chains. Typical core projects include (but are not limited to): small projects, emergency works, minor works associated with office relocation projects, Intrusive surveys and any ancillary specialist services. The core works could involve the following including (but not limited to): enabling works or construction works and associated trades in connection with which services are required: site clearance, excavation, earthworks, demolitions, repair and alterations; substructure and groundworks; steel, timber or concrete frame; upper floors; roofing works; staircases; external walling including but not limited to brickwork, blockwork, cladding, rain screen and composite walling systems; windows & external doors; internal walls and partitions; internal doors and ironmongery; wall, floor, ceiling and painting and decorating finishes, including decorative floor covering works; fixed fittings and furniture; sanitary fittings; services equipment; disposal installations; water installations; heat source; space heating and air treatment; ventilation systems; electrical installations; gas installations; lift installations; protective installations including internal and external CCTV and security; communication installations; ICT infrastructure works; specialist installations; builders work in connection with services; hard landscaping including car parks, pathways, and vehicular routes; soft landscaping; incoming services and statutory connections; drainage; internal and external lighting; fencing; intrusive survey work; disposal of plant and materials; asbestos removal; scaffolding; flooring; painting and decorating; testing and commissioning; principal contractor for complying with CDM 2015. The following core services could be used in conjunction with the works above, including (but not limited to): means design, pre-construction services, construction management and other services in for the following works: category A and B fit-out; general building services; structural and civil engineering; mechanical and public health engineering; electrical engineering; fire engineering; principal designer for purposes of complying with CDM 2015. The estimated total value of projects per annum for this lot is GBP 10 million-GBP 15 million per annum. Individual construction value is up to GBP 2 million.
