Tender description
This project is aimed at improving the financial regulatory supervision for FinTech in China. The project is designed to enable the exchange of regulatory sandbox knowledge specifically between the UK and China. The project is looking to engage with a supplier who can facilitate high quality knowledge exchange between the UK and China on this topic through training sessions, and discussions resulting in support for more robust implementation of a regulatory sandbox programme in China. The project intends to provide theoretical support and practical guidance for establishing and promoting China’s FinTech regulatory supervision system whilst comprehensively improving the governance capability in the market. The process will be accompanied by the application of a gender and social inclusion analytical framework so that FinTech supervision system’s impact to gender equality and social inclusion is understood and adequately addressed. The supplier shall be responsible for delivering three phases with respect to the proposed regulatory sandbox knowledge exchange and training in China. The project is specifically designed to enable the exchange of regulatory sandbox knowledge between the UK and China. The phases include analysis, knowledge exchange through training sessions, and discussions resulting in support for more robust implementation of a regulatory sandbox programme in China. The expected work would encompass the following specific outputs: 1) Organising director level knowledge exchange between staff of the People’s Bank of China (PBoC), the Provincial Bureaus of Financial Supervision and Administration (Beijing Financial Services) and relevant UK Financial Conduct Authority staff; 2) Delivery of a white paper analysing the UK regulatory sandbox experience and how this may be applied to the Chinese setting; 3) Planning, organization and delivery of three training sessions aimed at capacity building of Chinese regulatory staff; 4) Providing implementation support. Exact details of this support are to be determined after the delivery of the above outputs but will involve ensuring Chinese regulators involved with the sandbox project can receive support from UK Financial Conduct Authority experts on the regulatory sandbox approach.
