Soft Market Test Questions for EVCP

The Council has a corporate commitment to deliver 400 public electric vehicle charge points (EVCP) in the borough by 2022. In view of the COVID-19 lockdown the council has been taking stock of the programme to date. By March 2020 the Council had gained support and outline approval of a business case for the tender of a dedicated contract for 300 EVCPs that would in due course support the EVCP already delivered organically (approximately 100 EVCPs). In developing its strategy for procurement of its preferred solution for EVCPs the Council has concluded through investigation that the on-street EVCP solutions and business models currently being offered are varied in terms of development and implementation. The Council has therefore decided to invite potential suppliers for initial online discussion to better understand the industry and its appetite for offering some alternative solutions and innovation. After this soft market testing, the Council will go to the market for procurement of a contract. Below is a summary of the council’s thinking and interest.
