Scope of Services The Cost Management Consultancy Services will include, but are not limited to, the following Cost Management and Quantity Surveying Services, which are aligned to the RIBA Plan of Work Stages 0 - 3/4 inclusive, for the Preconstruction Services; And RIBA Plan of Work Stages 3/4 - 7 inclusive, should the Consultant be instructed to undertake the Construction phase Services:- • Assist the Business Case Writer in the production of the OBC and FBC by providing detailed building and operational cost forecasts for all elements of the project to produce the economic and financial cases; • Provide budget and Value for Money assurance; • Agree Preliminaries costs; • Provide Change management cost benefit analysis; • The provision of cost management and reporting throughout the Preconstruction stage of the Our Hospital Project, including cost in use forecasts and calculations; • Establish and administer protocols for valuations, risk management, pre-emptive Target Value Design value engineering; • Support the Authority in the procurement of any client direct Services; • Work with the Delivery Partner, the Authority and the project team to develop and finalise the procurement strategy for all Delivery Partner (PCSA Stage 1B) consultant services and trade package works required to deliver the preconstruction services; • Provide strategic commercial support with negotiations as required in relation to the Our Hospital Project; • Work alongside the Authority and the project team to oversee the Delivery Partner procurement (for PCSA Stage 1B) consultant services and trade package works required to deliver the preconstruction services; • Work alongside Delivery Partner, the authority and the project team to develop and agree a construction stage cost plan, including ‘cost in use’ cost plan; And • Assist the client team throughout and the build process and post completion to varying degrees; • Construction stage Cost Consultancy Services, if should the Authority decide to extend the Services to include the construction phase of the Our Hospital project.
