YPO and London Borough of Waltham Forest are looking at the possibility of procuring a nationwide framework for executive, interim and permanent recruitment of staff, along with HR advertising. London Borough of Waltham Forest are a local authority and YPO are a public buying organisation who provide products and services to all public sector customers, including local authorities, central government, emergency services, NHS, housing associations registered charities, educational bodies. The two organisations are working together to develop a recruitment solution that meets the needs of public sector organisations. YPO are a public sector buying organisation that creates frameworks for a variety of services and products. All public sector organisations can utilise our frameworks to meet their requirements. Over the last 4 years YPO and London Borough of Waltham Forest have had a framework in place called Local Government Resourcing Partnership (LGRP). The structure of the current framework is as below: • Lot 1 Executive and Interim Recruitment — support you in the search and selection of both executive and interim recruitment roles over a value of GBP 70 000; • Lot 2 Permanent Recruitment — search and selection of permanent roles between GBP 30 000-70 000; • Lot 3 HR Consultancy – support you in all areas of consultancy in relation to HR services and support; • Lot 4 HR Marketing Solutions – supports you in your HR Marketing and public notices. On the current framework we have had over 80 customers and 22 of these are London Borough Councils. Across these customers, there has been over GBP 30 000 000 spend since the framework went live in October 2017. We want to ensure that the new solution will fully support customer needs by awarding the best providers onto the framework. We are seeking to undertake early supplier engagement with providers to understand the key elements of the market and the need for a nationwide framework agreement. YPO and London Borough of Waltham Forest are interested in exploring different ways of delivering requirements for various public sector market segments, such as local authorities, central government, emergency services, NHS, housing associations registered charities, educational bodies. We are potentially looking at utilising regional/specialist provider across different categories of workers. We would like the opportunity to speak to organisations that can deliver: • executive recruitment; • interim recruitment; • permanent Recruitment; • HR marketing, advertising and public notices; • Ad-hoc recruitment support requirements.
