Why the Work is Being Done The Future Hearings Programme is responsible for delivering services which transform court hearings for the Reform Programme. The Future Hearings Programme currently consists of 5 projects: • Scheduling and listing • Fully video hearings • Publishing and information • Resource management • Hearings management interface Problem to Be Solved HMCTS Reform, Future Hearings Programme is designed to transform court and tribunal hearings. Providing hearings that are: • timely and effective – listed by judges in the interests of justice; • certain – take place when expected; • proportionate – the mode of hearing will reflect the needs of the hearing and participants; • take account of users’ needs • operable and affordable The Future Hearings Programme has a mix of Agile and Waterfall methodologies. An effective strategy for technical capabilities, which aligns to business and user needs, is necessary to develop and deliver an effective cross programme service. Who Are the Users Each project has a different user base for its solution, these include: Judiciary, Magistrates, HMCTS Staff, Legal Professionals, Prosecutors, Other Government Departments, Citizens. By way of an example: Fully video hearings will provide more accessible means for parties to engage with a hearing. Improving the experience for citizens and for professionals working within the justice system including legal professionals, the police, the Prosecutors, other government departments and expert witnesses due to a reduced need to travel to court, resulting in less disruption and inconvenience. Early Market Engagement None Work Already Done Technical architecture has commenced as part of the Discovery Phases of the Future Hearings projects. Schedule and Listing are in the final stages of product selection. Fully Video Hearings Project are already live, and delivery of future releases is underway for which technical development and testing activities have commenced. Existing Team - 3x Full stack developers (.Net) - 3x Senior Full stack developers (.Net) - 1x Tech Development Lead - 1x Lead Programme Architect - 1x Cloud Infrastructure Architect - 1x Data Architect - 1x Enterprise Architect - 3x Solution Architect - 1x QA Lead - 2x QA Tester auto - 2x QA Tester manual - 1x DevOps Engineer Current Phase Discovery Work Location The Future Hearings Programme teams work predominantly out of 102 Petty France, London SW1H 9AJ. Other locations include Aldgate Tower, London E1 8FA and regular remote working due to the dispersed nature of the programme team. Working Arrangments The Service is delivered against the GDS Service Manual using a Scaled Agile Framework(SAFe).SoWs will be issued to define the development outcomes of each project phase and typically span 3-6 months.The supplier’s team will need to work effectively with FH Programme teams(both civil servants&other suppliers) using the various collaborative tools available.There are limited desks in each location and hot-desking arrangements are in place.Any work performed away from agreed base locations(which if London,outside of the M25)reasonable travel&expenses costs shall be met in accordance with the rates in MoJ’s travel and subsistence policy.All expenses require prior approval from HMCTS before being reimbursed. Security Clearance All supplier resources must have a Baseline Personnel Security Check (BPSS) which must be dated within three months of the start date. For further guidance see: https://www.gov.uk/government/publications/government-baseline-personnel-security-standard Additional T&Cs The initial Statement-of-Work(SOW) will be Time & Materials but the Buyer reserves the right in the contract to use alternative payment mechanisms such as Fixed-Price or Capped-T&M for future SOWs. Suppliers shall provide transparency to the Buyer on the rates paid to resources & any third-parties in the supply-chain on request. Expenses shall be submitted in line with the MOJ Standard T&S, policy and agreed in advance. Supplier shall provide Liability-Insurance & Professional-Indemnity as detailed in the contract. Suppliers must be able to provide resources within a 2-week notice period with the necessary skills to minimise impact on delivery. Skills & Experience Confirm&provide demonstrable evidence that your teams are highly experienced in delivering services using agile delivery methodologies&adhere to all in scope capability requirements detailed in DDAT https://www.gov.uk/government/collections/digital-data-and-technology-profession-capability-framework Provide demonstrable evidence of experience providing mixed technical capabilities within a fast-paced,multi-functional agile team;maintaining an organisational wide priority on user centered design practices and principles, balanced against technical demands/constraints&delivery timescales. Provide demonstrable evidence where you have planned&effectively delivered Agile Projects within multi-supplier teams,managing cross stream dependencies with extensive common component integration in a microservices architecture,including system integration for live services. Evidence when you’ve provided a delivery_team of similar number&your ability to scale up&down to meet programme demand in-line with the transition plan(available_on_request)&how you’d manage short-term needs in between SOWs. Provide demonstrable evidence of your ability to effectively deliver capability within an existing enterprise governance framework (including pre-existing architecture, engineering practices, CI/CD pipeline and QA approval processes). Provide demonstrable evidence of your ability to effectively implement software using the following development processes; Federated frameworks, continuous integration/deployment or delivery (Azure DevOps, Kubernetes, Docker, GitHub) and Test-driven development (TDD) Provide demonstrable evidence of effectively providing Cloud based Technical Architecture capability, producing technical designs using a wide range of Azure services, best practice cloud networking principles; considering cloud value proposition. Provide demonstrable evidence of your ability to effectively deliver GDS compliant software development capability with:Frontend/Backend/.net development experience - HTML5, Javascript, SQL, Java, NodeJS, API development, REST, C#, .Net, .NetCore Provide demonstrable evidence of your experience effectively using cloud services for integration/non-functional testing, logging/monitoring tools, integration testing tasks, monitoring into build pipelines (AzureDevOps) monitoring tools (App Insights). Provide demonstrable evidence of your ability to effectively deliver capability within an existing enterprise governance framework (including pre-existing architecture, engineering practices, CI/CD pipeline and QA approval processes). Provide evidence of your effective communication skills, working with all stakeholders, gathering and interpreting technical requirements and communicating with technical/non-technical audiences. Provide evidence of delivering effective DevOps capabilities with experience in Azure, Resource Management, CI/CD Experience, TLS/SSL Management, Secure environment management, Reverse Proxy Configuration, OAuth configuration using appropriate tools/technologies. Explain your method for attracting/recruiting/retaining high quality, appropriately skilled resources in line with the 2-week notice and what internal processes you’ll undertake to ensure they match our requirements(7%). Explain how your proposed team will meet our requirements.Provide example_CV’s_of individuals(junior-senior)to demonstrate the experience your team will have working in agile-multi-vendor teams;confirm minimum-experience required.If proposing alternative approach provide same information(5%). Explain your delivery methodology to enable digital-teams to effectively deliver capability within agile/waterfall environment,how lessons learnt from previous_projects shall be applied to this Programmeto improve your overall delivery approach(6%). What overall challenges do you foresee in the programme delivery and identify what steps you intend to take to effectively overcome them(4%). Explain the Value Proposition: how your proposal optimises costs, generate savings, delivers value for money and innovation and how you’ll sustain pricing within changing market conditions(4%). Explain how you intend to effectively retain&exploit knowledge and expertise gained from work to date within the programme to ensure appropriate knowledge transfer is conducted to your delivery team(5%). Explain how you’ll organise&manage your team(including leadership,resource_replacement&rotation)to deliver the requirements in the project_timeline&your approach to working in a structure where elements of your team are managed by other suppliers/HMCTS staff(6%). Describe how you’ll effectively measure/manage the quality/speed of technical teams/individuals ensuring continuous improvement throughout the contract,including how you would meet the supplier KPIs(as detailed in the draft SOW)(5%). Explain your testing approach; tools used and your experience - cloud services for integration/non-functional testing, logging/monitoring tools, integration testing tasks/monitoring into build pipelines,evidence researching and introducing new test approaches/methods(5%). Explain how you’ll effectively tackle difficult&conflicting issues supported with an example of where strong client facing skills were used to tackle difficult/conflicting issues where timely/quality_deliverables were maintained&communicated back to stakeholders(5%). Cultural Fit Criteria Explain your approach for working with multi-vendor teams across multiple_projects at different locations,ensuring collaboration at all levels of project&programme delivery.Evidence where you’ve taken this approach previously&how it’s worked(3%). Noting the supplier’s discretion on the location to deliver services,explain how you’ll ensure a high-level of collaboration across various locations(principle location,London)with limited space,whilst ensuring key activities maintain face-to-face collaboration(2%). Explain how you will effectively utilise governance forums to unblock and escalate issues while maintaining a no blame culture(1%).
