Tender description

Southern Water sought to outsource their sourcing activity to a single service provider. The successful service provider will work with the internal procurement team, to deliver the sourcing activities required, based on the Southern Water defined category strategies. The services include, but are not limited to: — detailed scoping activity and requirement gathering, — tender pack preparation, including invitation and instruction to tenderers, contract notices, contract award notices, — contract drafting based on the business requirements, working with Southern Water legal counsel, — create and delivery against sourcing plans, aligned to category strategies, — conducting UCR compliant tender events based on sourcing strategies, — required negotiation activities, based on Southern Water requirements, — tracking and reporting progress and effectiveness of sourcing resources to contract management. Please see II.2.4) for a more detailed description. Southern Water are seeking to outsource sourcing activity, as a service, to a single service provider. The successful service provider will work with the internal procurement team, do deliver the sourcing activities required, based on the Southern Water defined category strategies. The services will include, but are not limited to: — detailed scoping activity and requirement gathering, — tender pack preparation, including invitation and instruction to tenderers, contract notices, contract award notices, — contract drafting based on the business requirements, working with Southern Water legal counsel, — create and delivery against sourcing plans, aligned to category strategies, — conducting UCR compliant tender events based on sourcing strategies, — required negotiation activities, based on Southern Water requirements, — tracking and reporting progress and effectiveness of sourcing resources to contract management. The contract will last an initial period of 12 months, whereby Southern Water will determine whether to extend the services for up to 5 years (6 total), or seek to terminate at the end of the 12 month period, transitioning sourcing activity to internal teams. If the services are extended, it is expected that the service provider will work in partnership with Southern Water to bring greater efficiency to ways of working, leverage new technologies or process improvements, and deliver greater value to the organisation. The service provider will work alongside the internal category team, to ensure input and to category strategies developed internally with senior managers of the organisation, whereby their lessons learnt and feedback from sourcing activities will improve the services delivered to the organisation. Knowledge transfer and contract handover will be key during the entire agreement, where the supplier will work with internal business units to ensure a comprehensive handover of any contract is conducted, to enable full realisation of the contract benefits. Technology may be used as part of the extension period, whereby the supplier will be able to offer Southern Water systems or solutions which enable greater efficiency in the services delivered to the wider organisation, adopting best practice sourcing.
