Why the Work is Being Done To help HM Land Registry to deliver Product Management capability working within the Product Management Practice as part of the DDaT Directorate to set the vision, research, define and develop products and services which meet the needs of HM Land Registry’s internal business units and all external customer types. The organisation is currently implementing an aggressive change programme, which is transforming the products and services which internal business units and all external customer types use on a day to day basis. These range from delivering new and improved customer facing products, a new CRM solution and the digital transformation of our legacy casework systems. The supplier will work closely and collaboratively with HM Land Registry’s in-house teams to enable effective knowledge transfer, ensuring any future services can be maintained by HM Land Registry staff. Problem to Be Solved HM Land Registry requires a partner to support our established Product Management capability on our transformational change programme: Capability - There is a need to increase Product Management capabilities to assist in supporting the whole product lifecycle, from setting the product vision through to taking it to the market for wholesale take up and finally having assurance a product can go into the ‘live’ phase. Opportunities for shadowing and knowledge transfer are essential. Capacity - There is a need to react quickly to ensure we have the right people with the right skills to support the right teams. It is essential for any Supplier to be able to rapidly identify, remedy or replace if an issue occurs. This is essential to ensure continuity in terms of key deliverables. We currently have 22 Agile teams, all of which will have Product Management resource at different levels, with differing experience. .The Supplier will be working alongside existing HMLR Product members to increase capability Who Are the Users Some of our key user groups include: Land Registry Internal caseworkers External Business to Business Customers (Conveyancers) External Business to Business Customers (Financial Institutions) Central Functions (HR and Finance) Users of published data sets and suppliers of third party commercial case management software Early Market Engagement HM Land Registry has a large Transformation programme in train. This opportunity forms part of the ongoing evolution of the resourcing model for that Portfolio. We have previously advertised for Delivery Partnerships to support individual programmes within the portfolio. We will be advertising a range of Capability-based contracts over the coming months to provide support across the whole portfolio. Work Already Done HM Land Registry has a large digital delivery programme in progress, with a number of services in live and beta phases and a prioritised roadmap of other products in inception, discovery, and alpha phases. We have already completed significant user research and business analysis with key user groups; product management capability should therefore seek to build on this existing knowledge and develop where appropriate. Existing Team The existing Product Management team consists of internal Senior Product Managers, Product Managers and Associate Product Managers working across multiple HM Land Registry locations. The Product role is a key leadership in the agile delivery team and therefore works closely with all other disciplines and key stakeholders across HM Land Registry and wider Government. There is a developing community of practice which focuses on skills, training, best practice and the role of the Product Management within the organisation. Current Phase Not applicable Work Location For any given statement of works (SoW) the delivery is highly likely to be based in Plymouth, Devon. Travel will be required to other HM Land Registry offices, and other UK-wide locations when supporting the Product Management Community. The primary base will be detailed in each SoW and expenses will not form part of the cost unless the supplier is asked to work from a secondary location during the execution of the work relating to the SoW. Working Arrangments Suppliers will typically work in multidisciplinary service teams and will be expected to collaborate across the team and with stakeholders in other parts of the HM Land Registry business, e.g. operational managers. It is expected that resource will be on-site at the HMLR location (specified in the SoW) for the majority of time. Security Clearance HM Land Registry requires all supplier staff to have baseline personnel security standard clearance (BPSS). There may be a requirement for some of the work to require security clearance checks. This will be detailed in the statement of work. Additional T&Cs The standard terms and conditions of a DOS framework agreement call-off contract apply. Any claim for travel and subsistence will be made in accordance with HM Land Registry's travel and subsistence policy. T&S will not be paid for travel to the "home" office which will usually be Plymouth and specified in the SOW. Skills & Experience Employees who have extensive practical experience of working within agile methodologies, leading on product management for large scale agile delivery and developing high standard product artefacts Demonstrable experience of development quality products and services on high-profile large-scale change programmes in a public sector setting Demonstrable understanding of the ways of working detailed in the Government Digital Service services manual Be a recognised expert in the field of agile product management and have experience of a wide range of agile and lean tools and techniques Appreciation and practical experience of service design, user research, UX design, data & development principles, and how each contributes to creating successful products experience in senior stakeholder engagement and management Demonstrate experience in providing skills across various Product Management roles including Associate and Senior roles Experience of introducing Product Management best practice in a public sector data and/or digital environment Promote a collaborative culture and you can demonstrate where you have successfully worked as part of a multi supplier team Nice to Haves Have assisted in the set-up of a Product Management communities of practice An understanding of complex transactional services and re-engineering or redesigning legacy systems and services No. of Suppliers to Evaluate 4 Proposal Criteria Quality - How you ensure commitment to the quality of the deliverables, outcomes and resources and ability to rapidly identify/ remedy / replace if an issue occurs. Capability - Your approach to upskilling an organisation and building capability Innovation and Organisation - approach to identifying and assessing opportunities within the organisation and securing the appropriately skilled resource to meet the deliverarables Capacity - Your ability and approach to deploy resources at customer locations specifically in the South West Accountability - Your approach to managing your resources on site as part of a multi-vendor, multi-disciplinary environment, taking accountability for achieving deliverables Cultural Fit Criteria Collaborating in a team - Demonstrates effective collaboration with multiple organisational stakeholders and multiple vendor personnel in order to achieve successful outcomes for both the organisation and users Collaboration across teams - Proactively collaborate across multi-disciplinary agile teams in order to deliver transformational end to end services that work for users.
