This framework is for the procurement and delivery of small Highways works up to a value of GBP 250 000 within Hampshire and including the cities of Southampton and Portsmouth.This framework shall operate for 4 years from 1 April 2020. Whilst the upper estimated OJEU threshold for the contract is GBP 100 000 000 over the 4-year life of the framework, there is no guarantee of any works being awarded. It is however envisaged that the annual throughput will be in the region GBP 5 000 000 per annum. However, the authorities listed below have entitlement to procure works through this framework: Basingstoke and Deane Borough Council East Hampshire District Council Eastleigh Borough Council Fareham Borough Council Gosport Borough Council Hart District Council Havant Borough Council New Forest District Council Portsmouth City Council Rushmoor Borough Council Southampton City Council Test Valley Borough Council Winchester City Council. Whilst the upper estimated OJEU threshold for the contract is GBP 100 000 000 over the 4-year life of the framework, there is no guarantee of any works being awarded. It is however envisaged that the annual throughput will be in the region GBP 5 000 000 per annum. The framework is aimed at delivering small to medium sized highway works of a straightforward nature up to the value of GBP 250 000 (the Generation 4 Civil Engineering, Highways and Transportation Collaborative Frameworks Two and Three will deliver more complex and larger scale works). As such, this framework will typically include: carriageway and footway paving, junction improvements, traffic calming, small-scale carriageway surfacing, cycleways, car park works, fencing, works to rights of way, traffic management and traffic management design, winter maintenance support, small-scale retaining walls and accommodation works, adoptive works for new developments, school playground repairs, refurbishments and reconstructions, minor external works to public sector property, minor work to Basingstoke Canal and adjacent properties, works around and including traffic signals and minor civil engineering and groundworks. The framework shall be priced using a schedule of rates, with the ability for suppliers to price items not covered by the schedule as part of the tender for individual call-off contracts. Call-off contracts shall use the NEC4 Engineering and Construction Short Contract. All call-off contracts shall be awarded through a standard mini-competition process. The framework features a contractual performance management system, whereby the award of call-off contracts is directly linked to KPI performance in delivering recent past call-off contracts through the framework.
