Tender description

Children and young people counselling service for victims and witnesses of crime. Voice for Victims and Witnesses Ltd wish to establish a single provider contract for the provision of specialist counselling services to children and young people aged 6 to 25 years who have been victims or witnesses of crime. Service users shall be resident within the contract area (Northamptonshire) and will include temporary residents (e.g. students). The contract is offered as a 3 year + 1 + 1. Children and young people counselling service for victims and witnesses of crime Voice for Victims and Witnesses ltd wish to establish a single provider contract for the provision of specialist counselling services to children and young people aged 6 to 25 years who have been victims or witnesses of crime. Service users shall be resident within the contract area (Northamptonshire) and will include temporary residents (e.g. students). The ‘service’ will deliver a therapeutic support service as detailed below: • to deliver therapeutic support including psychotherapy and play therapy; • integrate with the existing pathways for children and young people from NCC, Health and the Voluntary, Community and Enterprise Faith sector (VCEFS); • to systematically gather feedback from victims and witnesses about their experience of the service and use this feedback to inform voice, for areas and ideas for improvement; • to meet the requirements of the code of practice for victims of crime and articles 8 and 9 of the EU directive 2012/29/EU, this established minimum standards of support to victims of crime; • voice is the brand to be used at all times. Guidelines are included in Appendix B of the Specification (Section 3). This is to ensure community recognition of victim and witness support services and ensure consistency of communication with them; • to actively participate in service user panels as a part of the wider governance arrangements to support Voice in the wider design of victim and witness support services; • support children and young people whose cases are going through the court process till conclusion of the case; • work alongside the offer to adults from voice to ensure cross referrals and seamless transition into adult services. We would expect the provider to consider and recommend any additional services which will ensure the successful delivery of service. ‘Please note the procurement paperwork will not be available until the start of the procurement period on 18 December 2019’.
