Tender description
The University of Birmingham invited tenders for the supply of media monitoring, recording, analysis, archiving, press release distribution and online journalist database. The intention was to establish a framework agreement with suitably qualified supplier(s) who will provide the university’s media monitoring, press release distribution service and online journalist database. The requirement was split into two lots, supplier(s) were able to submit a response for either one or all lots detailing which lot(s) they tendered for. Preference was given to suppliers who are able to fulfil both lots to the relevant standard. Monitoring of media coverage associated with our keywords and including: — national print media, — regional print media, — local print media, — national broadcast media, — regional broadcast media, — local broadcast media, — international media, — online media, — HE trade media, — prominent bloggers and commentariat. A daily coverage email comprising: — all coverage, split into categories assigned by us, based on a range of keywords, — a summary of themes and trends, — a transcript of coverage behind a paywall. Essential: — ability to add new keywords for defined periods of time, — multiple user accounts without additional costs, — archiving of coverage, — broadcast clips in full, — a user-friendly dashboard for coverage, searchable by keywords and filters, — ability to manually re-allocate coverage to other categories where necessary, — ability to rank coverage by sentiment, — easy export of coverage dates, headlines and outlets, — competitor analysis, — advanced search function, — half-day response and resolution for technical issues, — dedicated account manager, — ability to build charts and graphs to measure against KPIs including: • tailored value (AVE), • reach, • sentiment, • volume. — advanced and innovative analytics features allowing us to measure impact and specific audiences reached, — ability to use existing historic data on coverage to compare performance across specified periods, — ability to export chart data to Excel, — search function which allows charts to be built from results of a search. Desirable: — social media analytics for specific content and sentiment analysis, — mobile device and out of hours functionality, — analytics and data integration with existing university systems e.g. MS Excel and Tableau. A reliable and modern press release distribution and online journalist database system covering a range of key subjects (e.g. science, technology and healthcare), regions (e.g. Australia, Europe) and roles (e.g. editor, correspondent, producer, etc.). Essential: — a comprehensive database of local, regional, national and international journalists that is regularly updated and captures changes of job roles; — the database must include local, regional, national and international broadcast journalists as well as provide assurances for how those contacts are kept up to date; — provide details of how you enable us to create bespoke distribution lists which can be shared amongst the wider team; — provide details of how the press releases are sent using the distribution lists and how they would appear, what format they can be emailed in and any restrictions with regard to attachments; — provide details of how you would enable us to link coverage to individual press release distribution lists and also individual journalists; — provide details for how we could utilise the system to record and monitor interactions with individual journalists; — provide details of how the database is GDPR compliant; — provide details of how frequently the system is updated; — advanced search functionality allowing specific regions, subjects, roles, languages and media types to be targeted. Desirable: — mobile/tablet device compatibility to enable out of hours and out of office working, — any CRM or CRM like functionality.
