Tender description

The LUPC is looking to establish a multi-provider Framework Agreement for the provision of maintenance and minor works, security (guarding and reception) and cleaning services. Four lots (with sub-lots) are being proposed to include Estates maintenance and minor works, Security Services (Guarding and Reception), Cleaning Services and a bundled lot to cover all three of the services. This framework agreement is estimated to commence in October 2020 for a period of 48 months. The framework will be available to the members of LUPC, and SUPC Members within the London and South East. The LUPC is looking to establish a Framework Agreement for the provision of maintenance and minor works, security (guarding and reception) and cleaning services to be made available to Members and Associate Members of participating higher education purchasing consortia (HEPC). It is proposed that the scope of the agreement include the following lots: Lot 1a - One stop shop (Covering all related services involved in the management of an estate including fabric, Mechanical & Electrical (M&E) and specialist elements (Lifts, fire alarms etc.). Lot 1b - M&E Planned and Reactive Maintenance Lot 1c - M&E Minor Works Lot 1d - Minor Works – up to GBP 250k Lot 1e - Minor Works – GBP 250k - GBP 1m Lot 2 - Security Services (Guarding and Reception). Covering a range of security services including but not limited to guarding, reception services, internal and external patrolling, access control of people, incident management, CCTV monitoring, security systems management, door supervision and event security, and cash handling. Lot 3 - Cleaning Services Covering office areas, academic and ancillary buildings and the cleaning and servicing of residences. Specialist cleaning to include deep cleaning. Lot 4 - Bundled FM services (Fully bundled service to include all Estates M&MW, Cleaning and Security). It is proposed that the contract will be divided into the above lots but this has not yet been fully determined and will be considered following the market feedback.
