Why the Work is Being Done The implementation of a Breathing Space Scheme (BSS) was a 2017 manifesto commitment by the Government. It aims to give people in problem debt the opportunity to take control of their finances and put them on a sustainable footing. The Insolvency Service has been tasked with the role of administering the service and therefore delivering and running a (Digital First) service on behalf of citizens in England and Wales. Expected volumes of BSS applications is expected to be around 750,000 year 1 with volumes rising by between 5 and 10% year on year. Problem to Be Solved To create a new Digital Service for use by Money Advisers and Creditors in order to meet the legislative needs of the new Breathing Space service. This service will comprise of: • A Digital Portal (hosted on GOV.UK and aligned to GDS standards) to allow eligible Money Advisers to manage clients in Breathing Space, and potentially Creditors to review their notifications. • A Case Management System (extended from the existing CMS which is managed by another third party) to deliver and control the Breathing Space register and wider Electronic System for managing Debtors through their Breathing Space journey • Enterprise Integration to connect associated components together, as well as an API for automated system-to-system management of Breathing Space InSS is looking for a supplier to work in partnership with the Agency in delivering this digital service. The Supplier would be free to design the solution using their expertise, though certain decisions on technologies have already been made and will be documented within a set of guardrails for the supplier. Options for the ongoing support of the service must be addressed and fit within the Agency’s Target Operating Model, where a Service Integration and Management Model (SIAM) is being adopted. Who Are the Users The external Users are: • Debtors • Money Advisers • Creditors • Mental Health professionals As a Debtor I need to be put into a breathing space So that I have the protection from creditors And interest and charges are stopped whilst working with a Money Adviser As a Money Adviser I need access to the Breathing Space service So that I am able to enter debtors onto the Breathing Space register working with them to explore a long-term debt solution. As a Creditor I need access to debt/debtor information held in Breathing space and associated with my organisation So that I am able to trace debtors and debts and apply the protections of Breathing Space As a Mental Health practitioner I need to communicate with the Money adviser So that I am able to notify them if a debtor is in mental health crisis treatment. Early Market Engagement Work Already Done Existing Team The agency has a project team established and progressing the Alpha Phase deliveries. Current Phase Alpha Work Location The work is planned to be carried out primarily in Birmingham and/or London (exact location to be decided) – any applicant must state whether they can work from either of these locations. However due to Covid-19 restrictions at this time, appropriate arrangements to reduce travel to the office to an absolute essential minimum until such restrictions are lifted must be demonstrated to the Insolvency Service. As such, any successful supplier must be able to facilitate remote working into their delivery model. Working Arrangments Initiation workshop(s) will be organised to kick-off the engagement, agree working practises and generate a plan to be tracked and managed against. VC’s will be utilised for remote team communications, with ability to securely remotely login into appropriate Agency’s infrastructure platform for deployment. Work with internal team (product Owner, etc.) for sprint ceremonies, ‘Show & Tells’, etc. Security Clearance Baseline Personnel Security Screening (BPSS) will be required and some limited engagements may need Security Clearance (SC). Supplier must be willing and able to undergo to SC clearance if and when required under this contract. Additional T&Cs Skills & Experience Have experience of web development and proven capability to deliver GDS compliant portal services and integration with backend systems Have experience of web application design, build and test. Have experience of deployment (including go-live, hypercare, training, user guides, service calls) Be a Microsoft Gold Partner with proven Dynamics 365 and Azure competency. Have experience of developing and extending a micro-service architecture deployed in Docker. Have extensive experience with Azure technologies, including Azure API manager, Azure ESB, Azure Relay. Have experience with web service technologies, specifically REST services, JSON and the OpenAPI specification. Have experience of C#. Have experience in DevOps principles and practices. Have experience of use of GITHub/TFS/VSTS with good understanding of code merges, builds and unit tests. Have experience of supporting Knowledge Transfer for support providers to enable the solution to be handed over to the agency's ADSM support providers and service desk. Have experience of supporting Knowledge Transfer for internal teams to be upskilled on approach, methodology, technology, configuration and support. Have experience of delivering and developing training. Have experience of IT Security (reviews and penetration testing). Have experience of Agile methodology Have experience of providing assurance through Architectural Review Boards, GDS and OGC Gateways. Nice to Haves Experience of working with public sector organisations on Government Digital Services. No. of Suppliers to Evaluate 5 Proposal Criteria Demonstrated experience in developing portal solutions with listed technologies. Demonstrated experience in integration with back-end systems in the chosen technology. Demonstrated experience in iteratively building (during project lifecycle) the solution based on feedback and input from user researchers, interaction/content designers, business requirements based on User Stories. Demonstrated experience in JIRA to manage and track development and testing. How do you deploy services into Live/BAU and provide Hypercare and warranty support? Please demonstrate clear plans that align to the Insolvency Service and wider government timelines, and evidence of delivering against these pressures. A clear and well-articulated proposed project approach, integration approach with the project team and governance activities.
