Tender description

The fundamental requirements for this piece of work are to complete a comprehensive review of the current and potential future environment within which Waterways Ireland operates; to involve the full range of users and stakeholders in the development of the strategic direction and options; and devise a ten year Long Term Plan and implementation roadmaps to ensure we are a dynamic and modern organisation fit for all users and stakeholders. The output should conclude what is possible over the next ten years and interim steps in the short-term (over three years). The 10-year Long Term Plan should indicate a general sense of resource requirements for the goals, but does not commit to costs for each goal or plan defined. This will be achieved through an implementation plan and budgetary process. The objectives of the 10-year Long Term Plan are: I. To clearly redefine the purpose and relevancy of the organization. II. To establish realistic goals and objectives. III. To ensure the most effective use of organization resources by focusing those resources on the priorities and future opportunities. IV. To explore future investment, income opportunities and sustainable self-sufficient operating models. V. To determine a base from which progress can be measured. VI. To assist in communicating goals and objectives to bring together everyone’s best efforts and builds consensus about where the organization is going. VII. To determine and outline the value contribution future investment opportunities in inland waterways to the economy. VIII. To facilitate in the delivery of a 10 year Long Term Plan with clear impacts that are developed through work streams which can be tracked by consistent measures of success. IX. To develop roadmaps that help facilitate progress on the ten year Long Term Plan and short-term Corporate Plan (next three years).
