Tender description

The Department for Business, Energy and Industrial Strategy (BEIS) intends to appoint the health and safety executive to carry out assurance of the safety aspects of its proposed programme of work to investigate the safety, technical feasibility and public acceptability of transitioning the gas network to hydrogen for heat. BEIS intends to appoint HSE to carry out assurance of the safety aspects of its proposed programme to investigate the safety, technical feasibility and public acceptability of transitioning the gas network to hydrogen for heat. This will include: • an analysis and review of the current content of the programme; • providing an initial view on projects currently underway and planned; • identifying significant gaps in the programme and recommendations to fill them; • development of the arrangements necessary for the assessment and curation of the evidence base for safety – both at programme and project level; • providing views on necessary milestones and stage-gates; • developing a technical review process to provide and maintain structure and direction to the programme; and • support in defining the required scope of the programme with the identification of any related implications on, for example, the future landscape of health and safety legislation and standards.
