Tender description
The Council would like to invite tenderers to submit a tender response on the terms set out in the invitation to tender for selection of a single contractor to supply and provide ongoing maintenance of integrated cross-service digital radio system, on a non-exclusive basis as called off additional functionality that will be required over the total possible contract term of 5 years. Leicester City Council Services have existing digital and analogue radio infrastructure located on the roof of Goscote House (a high-rise council owned tower block in the St Peters area of the city). This building is currently being emptied of tenants with the intention of starting demolition in early 2020. It is therefore necessary to re-site, replace and provide new increased capacity radio infrastructure at another location in line with new council requirements as detailed in the ITT documents. The preferred location for this equipment is a recently refurbished council owned high-rise tower block nearby, known as Gordon House, but other similar Leicester Council premises could be explored as necessary. In addition, much of the existing radio infrastructure is obsolete or nearing the end of its serviceable life and the removal of this from the roof of Goscote House would be required in advance of demolition works and as part of this procurement package. The extension of the Leicester City Council digital network and the discontinuance of existing analogue systems coincides with a requirement for the supply of significant numbers of additional digital radios with GPS and ‘officer down’ functionality, accessories for these and entirely new digital channels to serve them. An initial contract term of three (3) years with the option to extend for a further two (2) years on a one (1) + one (1) basis. A contract to supply all the radios and service them is also part of this procurement exercise as is the servicing of the re-located/replaced/new radio infrastructure wherever it is sited. The administration of acquiring and renewing any Ofcom licenses as necessary must also be undertaken as part of the contractual obligations as well as training packages for users of the radios and the GPS tracking facility IT system.
