Why the Work is Being Done DfE Data Directorate are looking for a supplier who will be able to provide all the required service delivery capabilities as set out on the digital marketplace to support a variety of projects. This is a partnership on a range of digital and technical projects as part of the DfE’s Data Transformation Portfolio. You will provide expertise and specialism to boost capacity and enhance capability. You will work alongside our in-house digital teams supporting delivery. Each will have SoW that will outline the work package and the specific capabilities that may be required Problem to Be Solved The DfE Data Directorate is looking for a supplier to support a range of user led data and digital projects, including both existing and new projects, from inception through to live. The supplier will work with blended teams, using agile to deliver outcomes based on user needs and, where applicable, government service standards. Each project will require a different mix of Service Delivery capabilities and may not require the full complement of capabilities. Who Are the Users External Users including: Academies and Multi Academy Trusts Schools Local Authorities (Education & Children's Services) e.g. As an academy I need to be able to submit and validate my school census return and check my data. Internal Users including: Analysts including Department Statisticians and Data Scientists BI and MI developers e.g. As an analyst within the DFE I need to be access the right data to allow me to provide accurate and robust analysis to inform policy decisions. Early Market Engagement N/A Work Already Done There are a number of projects and programmes that require service delivery roles, these range from the improvement of existing developed systems to brand new developments. The expectation is that the supplier will be able to provide the capabilities required to support end to end delivery from discovery through to live Existing Team The supplier will be working with civil servants and multiple suppliers across various strands of work for delivery of the required services. Typically within Agile delivery teams, working with Service Owners, Product Managers, Delivery Managers, Business Analysts, User Researchers, Architects, data and software engineers and users. You may collaborate or work with other suppliers who are providing capabilities as part of a team’ Current Phase Discovery Work Location For any given SoW the work is likely to be based in Darlington, Coventry, Sheffield or London some research will be required in other locations across England. Travel may be required to DfE offices in these locations. The primary base will be detailed in each Statement of Work (SoW) and expenses will not form part of the cost unless the supplier is asked to work from a secondary location instead during the execution of the work relating to the SoW. e.g. If SoW primary base is Darlington then no expenses will be paid for Darlington. Working Arrangments N/A Security Clearance The successful supplier must be able to demonstrate that all proposed team members have been subject to Baseline Personnel Security Standards checks. However higher levels of Security Clearance maybe required dependant on work agreed. Additional T&Cs Standard Framework and Call Off Terms and Conditions. Expenses must be pre-agreed and comply with CCS Travel and Subsistence Policy. Any expenses shall be submitted in line with DfE standard T&S policy. Primary work location stated in SoW will not attract expenses. Contract and Vendor Management will form a key part of governance and suppliers will be expected to co-operate in a manner that fosters healthy working relationships and quality delivery. Suppliers must provide sufficient guarantees to meet the requirements of GDPR in line with Procurement Policy Note 03/17 Changes to Data Protection Legislation & General Data Protection Regulation Skills & Experience Within the last two years have experience in end to end design, development and delivery of digital products/services to GDS standards within the Public Sector Within the last two years have experience in delivery of new data platforms and data migration projects within the Public Sector Within the last two years have demonstrable experience in User Centred Design Services (User Research, Content Design and Interaction Design, Business Analysis) Evidence of demonstrable experience within the last two years in working complex, multi-stakeholder programmes Proven experience of using a range of agile tools and techniques, working in multi-team agile programmes Evidence of coaching, building capability and upskilling of resource Evidence of recommendation of changes to new and existing data and digital services Manage the full product lifecycles inc business analysis, user research, design, delivery and the continuous improvement of one or more transactional services or platforms Illustrate the ability to develop and deliver communication plans for services/products which engages users across many channels Proven experience of working closely with other suppliers/teams on rapid prototyping and delivering at pace Experience taking products and services successfully through different phases of the delivery lifecycle and assessment process Experience within the last two years in building front-end web applications (HTML/CSS/JS) Evidence of being able to rapidily scale up Data teams and flex resource Nice to Haves Within the last two years experience of end-to-end design, development and delivery of multi-strand digital programmes in the Education sector, within the public sector Within the last two years have experience in delivery of new data platforms and data migration projects within the Public Sector Experience in building front-end web applications (HTML/CSS/JS) Experience of Cyber Security in the education sector Experience in delivering Data products/services in the education sector Evidence of demonstrable experience within the last two years in working on complex, multi-stakeholder programmes (both internal and external) within the public sector Evidence of delivering high profile, time critical services and ensuring effective management of risks to delivery No. of Suppliers to Evaluate 5 Proposal Criteria Demonstrate working experience in delivering digital products/services within Public Sector to government Digital Service standards Demonstrate experience in the delivery of new data platforms and data migration projects within the Public Sector Experience and methodology in approach to agile project using both Kanban and scrum Demonstrable experience of working alongside clients in co-located, integrated teams, together with representative CVs of key roles Demonstrate approach to knowledge and skills transfer Technical competence in a wide range of relevant technologies (e.g. Microsoft, Azure) and agile practices Ability to scale up team and flex resource when needed on-site Value for money Demonstrate understanding of the challenges of implementing user centred design in a government agile environment Cultural Fit Criteria Establish a culture of service and continuous improvement in all teams Reinforce a strong Service Delivery based culture Experience of working with an organisation at the beginning of an agile culture change Experience of working with multi-vendor teams across multiple projects Experience of collaboration with multiple organisational stakeholders with the aim to achieve a single objective.
