Tender description
Associated British Ports (ABP), the port authority at Newport, is proposing to construct a new manufacturing facility at the Port of Newport. The manufacturing facility will be located on a brownfield site to the south west of South Dock. It will comprise a simple industrial type structure enclosing production lines, conveyor belts, storage loading areas and two hoppers (process engineering elements are to be undertaken by the tenant). Covered and external storage areas or bays, hard standing parking and an administrative office are also associated with the development. The warehouse containing the production equipment will be approximately 14 000 m2 with the length of the structure in excess of 200 m to house the production line. Planning permission for this proposed development will be applied for under the Town and Country Planning Act 1990. The procurement methodology is a two-staged restricted tender process, in accordance with The Utilities Contract Regulations 2016. The first stage comprises this Pre-Qualification Questionnaire document, whereby suitable suppliers shall be identified and selected to progress to the second stage. The second stage shall be the formal tender process, whereby those suppliers identified and selected shall receive a formal Invitation to Negotiate (ITN).
