Tender description

Why the Work is Being Done Our current website is 5 years old, has bloated since its launch and has variable standards of content due to a distributed web editor system and no web content strategy. The design and delivery of a new web platform forms part of the council's wider digital strategy to implement a corporate digital service which will adopt agile methodology and user centered design for all digital channels and products. Problem to Be Solved We have procured placecube as out new platform and Content Management System (www.placecube.com) but have yet to design templates and patterns for home, landing and different types of content pages including copy, video, forms, smart answers, visual design, and the Information Architecture of the site. We need a partner to deliver this collaboratively with us. We have chosen two themes, "resident moving into the borough" and "starting a new business" to facilitate the designs. The existing web team needs help to fully embed an agile user centered design approach to their delivery of digital products, so we are looking for skills transfer across user research, problem statements, hypotheses, personas, user stories, affinity mapping, storyboarding, ideation, user flows, prototype wireframing, testing and front-end development in placecube. Who Are the Users As a new resident I want to find out what council services are available for me and my family and what I must sign up for so that I can get on with my life As a new resident I want to register to pay council tax so that I can get my bill, know how much I have to pay and choose my payment method As a start-up business owner I want to find out what council services are available and what I must sign up for so that I can get my business open As a small business owner who is opening a café, I want to know what licences I need from the council so that I know what to apply for, what the process is and how much I need to pay As a council content designer I want to work alongside an experienced UX content designer so that my skills are developed As a council web developer I want work alongside an experienced front end developer so that my skills are developed As a council product manager I want to work alongside an experienced product manager so that my skills are developed Early Market Engagement Work Already Done Website scoping, vision, objectives and key results (OKR) personas and user stories. Procurement of the placecube product with a test environment ready to build in Existing Team 1 Digital Programme Manager (part time) 1 Product Owner – Web Manager 1 Service Designer (part time) 2 content designers Placecube will also be involved in the design and delivery https://www.placecube.com/ Current Phase Discovery Work Location Our offices are located in Brixton, London. Working Arrangments We expect the team to be onsite for the majority of the project, to enable skills transfer to the existing team and access to local people for research, design and testing.
