Tender description
Cumbria County Council invites submissions from suitably qualified and experienced training providers to deliver its learning and skills provision. The tender will be split into eight lots across the areas identified by the Council. Lot 1: Leadership, Management and Culture; Lot 2: Health and Safety; Lot 3: Highways; Lot 4: Fire and Rescue; Lot 5: Adults and Children’s Services (including Social Work, Children and Young People and Occupational Therapy); Lot 6: Cumbria Care; Lot 7: Professional Services; Lot 8: School Development. Tenders may be submitted for one or more lots. Lot 1: sets out the learning and skills requirements of our leaders and managers. There is a requirement for leadership and management development at every level from the extended leadership team, through to senior and middle managers to team leaders and supervisors. Lot 2: the County Council is committed to the ongoing health, safety and well-being of employees, elected members, trade union representatives, contractors and members of the public in receipt of Council services. The specifications within this lot are delivered to County Council employees who work at various levels within our workforce structure. Ranging from Corporate Directors to front line operational staff. Lot 3: the specifications in this lot relate to a number of departments that come within the economy and infrastructure directorate. Staff within this directorate work in the following areas: economic development, environment, highways and transport infrastructure. A large amount of the training required from this lot, relates to the Highways operations teams to keep them safe whilst working on frontline services as well as imbedding skills and knowledge. All training should focus on hands on practical experience in order to imbed and underpin the theory side of any learning. There are a variety of teams that will require training from lot 3; Street Lighting, Traffic Management, Network, Street Works, Windermere Ferry, Cumbria Transport Operational Team (CTOT), workshops. Job roles vary from; highways operatives, network operatives, technicians, electricians, ferry captains, drivers, passenger assistants, workshops supervisors, Mechanics, managers, senior managers and business support staff. Lot 4: Cumbria Fire and Rescue Service are committed to the development of their workforce as they recognise that without the best staff we would not be able to deliver a safe and efficient service. We make sure that all staff are equipped with the correct skills, knowledge and support to deliver for the people of Cumbria. As part of this commitment we will consider the development of organisational and transformational activity to provide the best environment for our staff to thrive. The specifications in Lot 4 Fire and Rescue Service refer to operational and non-operational staff within the Fire and Rescue Service operating at various levels. Where applicable the training Will need to meet industry standards, frameworks and awarding bodies criteria. It is generally expected that the delivery provider will provide any required specialist equipment that is relevant to the training. For example first aid equipment for first aid courses and live fire facilities for training that includes live firefighting. Lot 5: The majority of specifications in this lot are related to staff working in the People directorate and largely those staff in children’s and adult social care roles. These are roles such as Social workers, child and family workers, foster carers, occupational therapists, social care workers, rehabilitation officers, front-line administration and business support staff, health and well-being coordinators and public health staff. Some of the children’s services training courses are also open to staff from other organisations including for example, early years settings, schools, children’s centres, and health agencies. children’s services practitioners cover a range of roles typically shaped by their specialisms, the principal ones of which are support and protect, leaving care services with children looked after, fostering and adoption, and children with special needs; other roles are critical in supporting these specialisms such as family support workers. Newly qualified social workers are a significant part of the workforce and also work to many of the specialist roles in an entry level capacity. some of the training will be open to practitioners in early intervention services, schools, children’s centres and health care agencies. Mental health services in Cumbria are established on an integrated model and training relates also to social care members of the mental health teams and, in some instances, other agencies. Lot 6: The specifications in this lot are principally for training related to Cumbria Care staff (managers, supervisors, support workers, domestic staff and admin). Cumbria Care is the County Council's in-house provider who employ approximately 1900 staff in a variety of care roles and ancillary staff ranging from support workers, senior care, supervisors, managers, domestics, cooks and office administrators who work and support older adults and people with learning disabilities. Cumbria Care provide 24 hour support to our residential and supported living services. Lot 7: The specifications in this lot are for staff across a number of areas within Cumbria County Council and aimed at staff from a wide variety of job roles ranging from for instance: accountants, trading standards officers, solicitors, legal assistants, driving instructors and elected members. The staff will predominantly be Carlisle based and work in a variety of services including IT, procurement, learning and skills, people management and libraries. Lot 8: The specifications in this lot are to deliver training to a wide range of professionals across Cumbria and its neighbouring authorities and may include school focused staff; governors; early year’s settings and practitioners. There are a variety of educational establishments that will require training from this lot including, infant, junior, primary and secondary schools (including academies and independents), nursery schools, colleges, private day nurseries and childminders. Job roles in these establishments vary from head teacher, senior leader, class teacher, teaching assistants. Including higher level teaching assistants, administration staff, grounds maintenance and site management staff, catering and cleaning operatives, mid-day supervisors, governors, nursery owners and managers, childminders, and day nursery staff Whilst School Development is included as a separate lot within the specification, providers should note that there will be training in other lots that will also be offered to schools e.g. the health and safety lot.
