Tender description

The Degraded Mode Working System (DMWS) is a train movement system intended to be used in the event of a significant Primary Signalling System (PSS) failure. The purpose of the DMWS system is to reduce the time taken to restore train services following significant PSS failure, both on a conventionally signalled railway and an ERTMS railway. The final stage of the COMPASS National programme completed a 3-part programme during 2015 to 2018, conducting feasibility studies (Part 1), laboratory-based system simulations (Part 2) and an on-track demonstration (Part 3). Further options analyses and system specification refinement have recently been completed during 2018/19 (Part 4a), reflecting the end of the RIRL 4 Industry Specification stage. The next phase of the COMPASS DMWS programme (termed Part 4b), has an objective to progress through RIRL5 (Prototype) and RIRL6 (Operational Transition). The next phase of the COMPASS DMWS programme (termed Part 4b), has an objective to progress through RIRL5 (Prototype) and RIRL6 (Operational Transition). This will be achieved by designing a production DMWS system, integrating it within the railway, enabling an operational trial of the DMWS solution on the railway. All necessary supporting activities will also be completed in this future stage. The operational trial, if successful, would enable a future phase of rollout and deployment of DMWS in the routes. There is a large body of work detailing the system specification, functional requirements and operational requirements that will be available at a Supplier Engagement Day. The aim of the PIN is to understand what the market has to offer with regards to designing, building and testing the DMWS system in an operational environment. The PIN will enable the project team to understand which suppliers are interested in producing DMWS in its entirety or a specific subsystem. This advice will enable the project to understand our best contracting option and decide how to procure DMWS. Regardless of contracting decisions the project team will need to be engaged throughout the detailed design process, ensuring the system is appropriate for the infrastructure, both through review but also through engagement with the design methods chosen. Network Rail will be holding a Supplier Engagement Day with interested suppliers. After a supplier demonstrates interest via this PIN they will be invited to the Supplier Engagement Day where they will be furnished with more detailed information and be able to ask questions to the project team. After the Supplier Engagement Day, the interested suppliers would be requested to provide further information which would include: — a demonstrated understanding of the scope and requirements, — high level timescales, demonstrated through a programme plan or Gantt chart, — an estimated cost, with a high level breakdown, — any information related to Intellectual Property Rights (IPR).
