Efficient and effective transmission grid management is a fundamental TSO activity however specific roles, responsibilities and challenges can vary considerably between jurisdictions depending on grid structures, current/future stakeholders, DSO arrangements and national/EU policy etc. The efficient and sustainable financing of TSOs to deliver the full spectrum of operations, outputs and investments is a key function for each Regulatory Authority. For EirGrid and SONI TSOs, CRU and UR undertake separate Price Control/Review projects in order to determine allowable revenues for 5 years for each TSO. The next determinations, both applicable to 2020-2025 regulated revenues, are due in 2020 following evaluation of all Price Control/Review submissions, including the comprehensive ‘Business Plan’ due from each TSO in mid-2019. The Head of Regulation has responsibility for the efficient delivery of effective, successful Price Control/Review projects. Two PMOs, reporting to the Head of Regulation, have responsibility for the development and management of the associated end-to-end processes required to complete the project for each TSO. EirGrid is now seeking specialist Regulatory and Economic Utility consultants to provide expert advice and support in ensuring the overall financeability of plans/proposals, consistency with international best practice (where applicable) and alignment to the output ambitions of each TSO and their respective stakeholders. The advisors will be expected to work alongside the TSOs in the presentation and engagement phases of the project.
