Tender description

Since 2000, an EU framework for the collection and management of fisheries data is in place to support the implementation of the Common Fisheries Policy. This framework was reformed in 2008 resulting in the Data Collection Framework (DCF hereafter). Under this framework the Member States collect, manage and make available a wide range of fisheries data needed for scientific advice. The regulation was recast with regulation (EU) 2017/1004 on the establishment of a Union framework for the collection, management and use of data in the fisheries sector and support for scientific advice regarding the common fisheries policy and repealing Council Regulation (EC) No 199/2008 and the Commission implementing decision (EU) 2016/1251 adopting a multiannual Union programme for the collection, management and use of data in the fisheries and aquaculture sectors for the period 2017-2019. Data is collected through a National Seafood Survey for the three seafood sectors (Fishery, Aquaculture and Processing). Data collected must, according to regulation (EU) 2017/1004, Section 4 (13)(a-b), be safely stored in computerised databases and take all necessary measures to ensure that they are treated as confidential; and ensure that metadata relating to the primary socioeconomic data collected under national work plans are safely stored in computerised databases. BIM now invites tenders for the discovery phase (phase 1) of this project. This phase of the project will see the drafting of specifications necessary to inform and guide the system development and implementation phase of the project (phase 2). Note: Phase 2 of the project will be subject a separate tendering process.
