Tender description

The National Household Model is used for the analysis of the effects of various government policies on the domestic sector. The model is maintained and developed by an outside contractor who also supplies support to users in the use of a bespoke scenario language. The current contract expires on 31.8.2019, however the contract needs to continue for a further year to 31.8.2020 to complete the programme. The National Household Model has been developed over several years by DECC and BEIS as a general tool for the analysis of policy options affecting the domestic sector. It has been used, for example, for analysis of the Renewable Heat Incentive, Minimum Energy Efficiency Standards and the Energy Company Obligation. It is written in Java and has a bespoke scenario language that was developed specifically for this model by the original contractors. Users of the model require training in the language. A major upgrade of many aspects of the internal model structure is currently underway to improve the alignment of outputs with other government procedures and models.
