Tender description

The Upper Orwell Crossings project is a major bridges infrastructure project located in the centre of Ipswich. The project includes three bridges under an NEC4 ECC with Option X22 contract for ECI to target cost with build: Crossing A: A new road crossing to the south of the Wet Dock Island, which will connect the east and west banks. This crossing will be for all road users, including cyclists and pedestrians as a single carriageway bridge between the A137 Wherstead Road and C26 Holywells Road, spanning the River Orwell. Crossing B: A new road crossing of the New Cut, which will connect the west bank to the Wet Dock Island. This crossing will be for all road users, including cyclists and pedestrians as a single carriageway bridge between Felaw St and the Island Site. Crossing C: An improved crossing utilising a refurbished swing bridge over the Prince Philip Lock, which will connect the east bank to the Wet Dock Island. This crossing would be for cyclists and pedestrians only. To award a contract for the Early Contractor Involvement of the Upper Orwell Crossings in Ipswich. The delivery will be through NEC4 ECC with Option X22 to undertake the ECI to Target Price. Subject to target price the same contractor will then undertake the build phase under the same contract. The procurement will be undertaken as a competitive procedure with negotiation. The selection questionnaire will be the PAS91 and we will be supported by construction line in the evaluation of submissions including undertaking evaluation of the submissions from companies who are not registered with construction line. The Council intends to select a minimum of 5 and a maximum of 8 bidders, should their scores be significantly close following the evaluation against the published evaluation criteria. These top ranked bidders will be taken forward to the ISIT stage. Suffolk County Council reserves the right to award the contract at this stage without the need to negotiate. If required further down selection to the 3 top ranked bidders following evaluation of the ISIT against the published evaluation criteria and model will be invited to participate in the negotiation and ISFT stage, provided that we are satisfied that this will provide genuine competition.
