This is a prior information notice to facilitate market engagement. The Procurement and Logistics Service (PaLS) wish to hold supplier engagement sessions for interested suppliers at their office at 77 Boucher Crescent, Belfast, BT12 6HU. The purpose of the exercise is to enhance the knowledge of the Contract Adjudication Group (CAG) in respect of market developments, to assist in the preparation of any future tender exercises relating to agency workers within the medical and nursing disciplines. The Procurement and Logistics Service (PaLS) wish to hold supplier engagement sessions for interested suppliers at their office at 77 Boucher Crescent, Belfast, BT12 6HU. The purpose of the exercise is to enhance the knowledge of the Contract Adjudication Group (CAG) in respect of market developments, to assist in the preparation of any future tender exercises relating to agency workers within the medical and nursing disciplines. The CAG are particularly interested in gaining knowledge of the following: — various service/contract models e.g. PSL, Master Vendor, Neutral Vendor, Direct Engagement; and the pros and cons associated with each, — contact points for clients who have availed of the above service/contract models (preferably clients for other Health sectors), — innovations and developments within the sphere of recruitment/agency services, specifically with regards to increasing supply, — effectiveness of the NHS Improvement’s Pay Cap, use of “break glass”/escalated rates and their appropriate management, — any learning from suppliers engaged in providing recruitment services for Medical and Nursing staff, — development/changes in respect of the Agency Worker Regulations including entitlements at various stages and the removal of the Swedish Derogation Model. Session are anticipated to take place in April/May 2019. Sessions will be allocated on a first come first served basis. Suppliers will be allocated a 1 — 1,5 hour session during which they will be required to present to the CAG information re market developments (as outlined above). It is likely that PALS and the CAG will only be able to facilitate 2 full days of supplier engagement sessions therefore places will be limited and it may not be possible to facilitate all interested suppliers.
