Summary of the work Support outstanding implementation activities; manage the BAU transition; input findings to the comms team; input findings to the development team; input findings to the user research team Specialist role Delivery manager Expected Contract Length 3 months Latest start date Monday 11 February 2019 Maximum Day Rate £850 out of scope Who Speclialist Work With Internal and external stakeholders What Specialists Work On Programme manage iterations of the implementation of NHS Digital’s 111 Online product nationwide; working with regional NHS England and NHS Digital teams, and the NHS Digital product development team; contact and liaise with local stakeholders as they agree, test, and launch major changes to the 111 online services in their area; develop and coordinate and execute testing schedules working with local providers and Directory of Service leads; work with the product development team, and the user research team, to envisage ways to analyse changes to the 111 online product to help the team understand if change had the desired impact. Skills & Experience • Expert knowledge of implementing change at CCG and STP level including a good understanding of NHS structures. Familiarity both with the UEC structures and the individuals. • Understanding of the Digital Transformation agenda and national policy for Urgent and Emergency Care, specifically Integrated Urgent Care. • Having extensive experience with NHS commissioning or procurement processes, stakeholder relations, and project management. • Experience related to case management and patient transfer processes • Demonstrable experience of working within a fast-paced environment, conducting stakeholder management activities while reconciling conflicting information; excellent written and verbal communications skills, experience of producing reports for MDT audiences. • Excellent planning skills and ability to work with conflicting priorities. Work Location - Remote working and various stakeholder locations. - Regular travel required to NHSD London offices. Working Arrangments Only approved expenses supported by valid receipts in line with NHS Digital Travel policy will be paid. - Expenses are capped to a maximum of 10% of the contract value - Remote working and various stakeholder locations. - Regular travel required to NHSD London offices. Is the rate inclusive or exclusive of VAT? Exclusive of VAT 2. The requirement states that expenses are capped at 10% of the contract value. Is this on top of the overall day rate value of the contract. Yes 3. is this role outside IR35 or inside IR35? Outside of IR 35 4. Can the Authority confirm if an Incumbent is in play and if they will be invited to re-apply Yes, an incumbent have been providing implementation support into the 111 online programme. 5. Can the role be based out of either the Leeds or London office? Yes, this will be possible, however flexibility with location depending on task will be required. 6. Please can you clarify the meaning of 'out of scope' in relation to the daily rate Outside of IR35 7. Is the BPSS clearance required from day 1 or can the candidate start and go through the BPSS process while on the job? Needs to be in place prior to the start date 8. We have a Programme Manager with the requisite skillset but they are not BPSS cleared. Would you be prepared to sponsor them? No it’s the supplier's responsibility to ensure Baseline Security Clearance is in place prior to starting the engagement. 9. Would the client consider sponsoring the right candidate to obtain BPSS? Are individuals required to have BPSS clearance prior to responding to this procurement or will checks be completed as part of the mobilisation activity? Needs to be in place prior to the start date
