Why the Work is Being Done When the UK leaves the EU it will need to apply its own trade remedies to protect UK businesses from imports supported by subsidies and dumping (goods being sold in the UK market at an unfairly low price that injures UK producers). The new digital product has two functions: 1. Internally, it serves investigators as a "case management" tool to support trade remedies investigations. It also enables communication with external users  via GDS Notify. 2.Externally it is the public facing service through which businesses apply for new investigations, communicate with investigators and submit evidence to support investigations. Problem to Be Solved The digital product is currently in its beta stage and we expect it to go live by the end of this financial year. After it has gone live, a development team will be needed to: develop unmet user needs from existing research; resolve and improve data tracking and workflow; integrate with new capability from DIT or OGD e.g. ensuring compliance with CDS; research and develop additional or changed functionality following live usage; run further user research with businesses; ensure the service is compliant with legal accessibility standards; provide GOV.UK content support; provide training and handover to an internal team. Who Are the Users The internal users will be trade remedies investigators. External users will primarily be UK and international businesses and consultants and lawyers representing these businesses. These include domestic manufacturers, importers and foreign exporters. Further users might be trade associations, foreign governments and consumer groups. Early Market Engagement Work Already Done Existing Team The new team will be working with trade remedy investigators, lawyers and economists as well as operational policy staff. It will also be required to coordinate with DIT's DDaT WebOps team which will provide maintenance and support. Measures may also be put in place for first line support and it will be necessary for the new team to work closely with this function to interrogate and resolve technical queries from users. Current Phase Live Work Location North Gate House, 21-23 Valpy St, Reading RG1 1AF Working Arrangments Co-working full time in the TRA's Reading office 5 days per week is preferred, but flexible working arrangements can be discussed. Security Clearance SC clearance is required. All staff with BPSS clearance must be capable and prepared to apply for SC clearance. Additional T&Cs The Buyer will reserve the right to use alternative payment mechanisms eg Capped T&M,T&M for future SoWs with agreement with the supplier. Skills & Experience Demonstrate experience in the ability to identify user personas, deliver user journey mapping and deliver evidenced and prioritised user stories. Demonstrate experience and technical competence in front end development and server side development in Python and Django. Extensive experience of development using an Agile Scrum methodology, operating in sprints and aligning their development activities to the GDS Digital Service Standard, passing beta and live assessments. Demonstrate experience of conducting user research with businesses and civil servants to improve system or process effectiveness. Demonstrate experience working in a complex stakeholder and technical environment (integration with legacy systems/ infrastructure and open sources). Experience of iterating and improving a product developed against the GDS Digital Service Standard in post live assessment. Specific experience in improving a case management systems in response to civil (or public) servant feedback. Specific experience in delivering services that comply with legal accessibility standards. Nice to Haves Experience of working with a central government department and one of their arm's length bodies. Familarity with how international trade operates including the movement of physical goods / commodity codes / tariffs or quotas. Demonstable experience of developing and supporting government based case handing systems with businesses as the primary customer. Experience in helping a new arm's length body or agency become established Specific experience of delivering and managing content on GOV.UK. No. of Suppliers to Evaluate 5 Proposal Criteria Outcome Delivery: Describe your approach to successfully iterating the trade remedies digital platform by implementing the backlog of user stories and through new user research. Team Structure: Describe your multidisciplinary agile team with the technical, UX, user research, content design and delivery record. Understanding user needs: Detail how you will ensure user needs are understood and met in the development and delivery of the service. Knowledge Transfer: How will you ensure DIT staff are ready to take on operational control and support upon completion of the work. Cultural Fit Criteria Demonstrate your ability to deliver in an open, collaborate, agile way according to the principles outlined in the Government Service Design Manual. Demonstrate your ability to work and communicate with clients / team members with low technical expertise.
