Tender description

This contract is to establish a Framework Agreement for professional support services, across a number of different disciplines which the Council can call off from awarded providers, providing a bank of business support specialists to supply ad hoc business coaching to businesses in the Barnsley area. Bidders should have experience in business support in 1 or more of the following disciplines: — lot 1: HR (procedural and leadership), — lot 2: Marketing (strategic and digital), — lot 3: Access to finance, — lot 4: Health and safety, — lot 5: Process innovation, — lot 6: Sales, — lot 7: Procurement, tender readiness and bid writing, — lot 8: Supply chain and purchasing and — lot 9: Strategic business management. The Council intends to appoint 1 provider per lot, except for lot 3 “Access to Finance” where 2 providers will be awarded. Further information on the scope of services is available to access free of charge at www.yortender.co.uk Provision of business support services for HR (procedural and leadership), including but not limited to: 1) HR strategy and organisation design; 2) Review and drafting of employment policies and procedures; 3) Recruitment and succession planning; 4) Employee engagement/workforce development; 5) Executive coaching and effective leadership. Provision of business support services for marketing (strategic and digital) including but not limited to: 1) Marketing strategy development; 2) Development of marketing materials (online and offline); 3) Branding and image guidelines; 4) Promotional strategy and implementation via a range of marketing tools; 5) Accessing and developing new customers; 6) Networking skills; 7) SEO development; 8) E-business strategy. Provision of business support services for access to finance including but not limited to: 1) Accessing finance; 2) Investment readiness; 3) Grant application development; 4) Financial and management information improvements. Provision of business support services for health and safety including but not limited to: 1) Risk assessment systems; 2) Health and safety policy, procedure and document review; 3) Arrangements for recording and reporting; 4) Contractor competency assessments/evaluation procedures and controls; 5) COSSHH/assessments; 6) Manual handling assessments; 7) Fire risk assessments. Provision of business support services for process innovation, including but not limited to: 1) Lean office principles; 2) Lean manufacturing principles; 3) Quality management principles; 4) Strategic lean action plan; 5) Continuous improvement action plan; 6) Improving layouts and space utilisation. Provision of business support services for sales, including but not limited to: 1) Sales strategy development; 2) Sales process; 3) Measuring sales performance; 4) Sales marketing; 5) CRM Development; 6) Telesales development (motivation and confidence); 7) Launching a new product; 8) Identifying new markets. Provision of business support services for procurement, tender readiness and bid writing including but not limited to: 1) Finding opportunities to bid in public/private sectors; 2) “Qualify” opportunities; building sound business cases, what makes a good tender; 3) Recognise “golden rules” of bidding ensuring bid process is managed in efficient and effective way; 4) Understand what it takes to create a winning bid; 5) Identify business’s strengths, weaknesses, selling points. Provision of business support services for supply chain and purchasing, including but not limited to: 1) Market research and feasibility; 2) Strategy planning; 3) Export quality checklist; 4) Review of sale order policies and exporter compatibility; 5) Export procedures audit; 6) Shipping duties and processes. Provision of business support services for strategic business management, including but not limited to: 1) Business planning/strategy development for new products or markets; 2) Review of methods of delivery; 3) Analysis of costings/prices; 4) Options analysis; 5) SMART implementation plan and responsibilities; 6) Establishment and management of KPI’s.
