Harlow Council is seeking to engage a suitably qualified and experienced Consultant to produce a robust evidence base that: a)Defines the housing needs of the District of Harlow b)Defines the appropriate mix of housing required within the District and c)Develops a greater understanding of the affordability of the existing housing market for local people. The evidence base will build upon and support the Housing Need outlined in the West Essex and East Hertfordshire Strategic Housing Market Assessments (SHMAs). .
