Summary of the work The Business Delivery Team is the technology partner for multiple Product Delivery Units across DWP, responsible for managing, delivering and governing data products and services to meet user needs. There is a strong focus on eliciting user needs and ensuring the technology is driven by validated user need. Specialist role Delivery manager Expected Contract Length 12 months Latest start date Monday 6 April 2020 Early Market Engagement A discovery exercise has been carried out to understand how to maximise integration and re-use potential, in order to gain a better understanding of opportunities for integration across the existing programme. This process has produced an interim target architecture and proposed team arrangement. Who Speclialist Work With The specialist will work directly on a supplier-led team with other data and product specialists. The specialist will advise data stewards and product owners across DWP as required. What Specialists Work On Working within the Business Data Team, advising on data products and services and overarching data strategy, activities will include: 1. Advise D&A product owners, SMEs and Senior Leadership Teams on the latest data patterns and data strategy, to allow D&A to deliver a new operating model and provide the best possible service to its customers. 2. Advise on data product and service design best practices. 3. Advice D&A on the best strategy to move to a decentralised operating model. 4. Advice on the delivery of a new decentralised data operating model. 5. The specialist will advise on best practices. Skills & Experience • 2+ years experience of driving large scale data transformation and migration strategy within large UK public sector organisation • Demonstrable experience within the last 2 years of successfully negotiating digital governance frameworks within large UK public sector organisation • 2+ years experience with pensions operational performance workflow software and data structures • Demonstrable experience within the last 2 years of leading a project involved with integrating on-premise services with cloud environments • Demonstrable experience of finance reporting within large UK public sector organisation • 5+ years senior stakeholder engagement and management including the ability to build trust and relationships with disaffected stakeholders • 2+ years experience working in organisations new to agile ways of working • Demonstrable experience within the last 2 years of data product and service design and implementation. • 2+ years experience working with the latest data mesh cloud patterns and enterprise data strategies. • Self starter, able to work without direct guidance and under their own control Nice to Haves • 2+ years experience of working with digital delivery teams within the Department for Work and Pensions • 5+ years working with teams delivering solutions in Amazon Web Services Work Location Location is flexible but there will be a requirement to travel to Tothill Street, London, SW1 when necessary. Working Arrangments Flexible - All expenses shall be capped in accordance with the buyer's travel and expense policy.
