Summary of the work The Business Data Team is the technology partner for multiple Product Delivery Units across DWP, responsible for managing, delivering and governing data products and services to meet user needs. There is a strong focus on eliciting user needs and ensuring the technology is driven by validated user need. Specialist role Product manager Expected Contract Length 12 months Latest start date Monday 6 April 2020 Early Market Engagement A discovery exercise has been carried out to understand how to maximise integration and re-use potential and gain a better understanding of opportunities for integration across the existing programme. This process has produced an interim target architecture and proposed team arrangement. Who Speclialist Work With The specialist will work directly on a supplier-led team with team with other data and product specialists. The specialist will also work with traditional delivery and product roles within the existing programme and with SMEs across the department to ensure predictable and regular delivery. What Specialists Work On 1. Working with Business Data Team, advising on data products and services and overarching data strategy 2. Advise Data & Analytics (D&A) on Data Product strategy, ensuring user needs are met by efficient provision of high quality reporting, insight and modelling products 3. Work with D&A and stakeholders to help design an optimised Data service 4. Work with wider Digital Department, other DWP departments and xGov, ensuring consistency of best practice approach 5. Advise on data product and service design best practices 6. Advise on delivery of aspirant distributed decentralised data operating model, ensuring value of approach can be unlocked Skills & Experience • 5+ years experience introducing Product Management best practice in a public sector data and/or digital environment • 5+ years experience delivering digital or data products in a public sector environment • 5+ years experience successfully introducing processes new to individuals and organisations • 5+ years experience leading teams to better plan, prioritise, govern and deliver key data and digital products in the public sector • 5+ years experience delivering digital products to users, to the standards required of a government department • 2+ years experience with pensions operational performance workflow software and data structures • Demonstrable experience migrating from on-prem data models to cloud-based data models • Demonstrable experience with finance reporting within large UK public sector organisation • 10+ years experience using digital agile software methodologies • 10+ years experience in senior stakeholder engagement and management • 10+ years experience working in organisations new to agile ways of working • 2+ years experience of data product and service design and implementation • Self starter, able to work without direct guidance under their own control Nice to Haves • 2+ years experience of working with digital delivery teams within the Department for • 5+ years of working with teams delivering solutions in Amazon Web Services Work Location Location is Flexible but there will be a requirement to travel to Tothill Street, London, SW1 & St Peter's Square, Manchester M1 when necessary. Working Arrangments Flexible - All expenses shall be capped in accordance with the buyer's travel and expense policy. Is there already someone working in this role or is it a new headcount ? No there isn't currently anyone working in this role and yes it is a new requirement for a service. 2. Is there an incumbent in place for this role? No. 3. Where is the base location of this position? Caxton House, London 4. Will you look at candidates that have not previously been cleared to SC level? Yes providing they get security cleared and have been UK resident for 5 years 5. Is Monday 6 April 2020 the actual start date, or can they start sooner if SC Cleared and immediately available? Our expected start date is mid February dependant on all recruitment processes running smoothly. 6. Is this a full time only role? Could you please also indicate this on the other opportunities that have just been published alongside this one? Yes this is a full time role. 7. Can you confirm that “SC clearance” refers to “Security Check” rather than any other level of Security Clearance? SC Clearance referers to Security Clearance. 8. The specialist will work directly on a supplier-led team with other data and product specialists' – will the lead supplier be bidding for this opportunity? The specialist will work with whichever Supplier team is appointed.We expect that there will be a DOS exercise/ Gcloud exercise to start very shortly 9. What's the preferred start date for this role as April 6th is a considerable way off? Our expected start date is mid February dependant on all recruitment processes running smoothly. 10. Is this assignment outside of IR35? This is outside the scope for IR35 as the requirement is for a service. 11. "How many days do you expect the consultant to work in total over the 12 months?How would you expect these to be spread across 12 months; eg consistently n days a week or peaks and troughs?" We would expect the successful person to be full time, standard office hours, Mon - Fri. 12. Regarding who the specialist will be working with, we note that ‘The specialist will work directly on a supplier-led team’ – who is the supplier? The specialist will work with whichever Supplier team is appointed.We expect that there will be a DOS exercise/ Gcloud exercise to start very shortly 13. You've stated the latest start date as Monday 6 April 2020. Could you please confirm the timescales you are working to (e.g. when do you plan to finish sifting, conduct interviews and start onboarding etc?) The closing date for applications is Monday 23rd December 2019. The responses will be evaluated w/c 6th January 2020 and w/c 13th January 2020. The second stage assessment interviews will take place w/c 23rd and w/c 30th January 2020. Interviews will be assessed and evaluated w/c 3rd February 2020 with an anticipated start date 17th January. All dates detailed above are indicative and are subject to change at DWP's discretion. 14. Is there a current incumbent? And can you please advise on maximum day rate?
