Tender description
Sydney Gardens Project is a National Lottery Heritage Fund scheme with funding secured for the delivery phase. Two key construction contracts will be let in early 2020. This is the main works contract and a separate heritage conservation works contract will be let at the same time. The general scope of the main works contract will cover demolition (Bowls club — a prefabricated building and associated hard surfaces); ground works (grading of land to form new levels and foundations and installation of drainage and services); construction of a new building (Café); refurbishment of 2 existing buildings (Community pavilion – strip out modern toilets, reconfigure, build extension and the Bothy – strip out, break through openings, refit and create hard surface external yard); play and sport (an extensive new play area and refurbishment of existing tennis courts) and landscaping (extensive hard and soft landscaping within a public park environment). A separate contract will be procured and let for specialist heritage conservation works relating to the historic buildings and features within the gardens. Indicative procurement timetable Contractor open day: 17.1.2020 (further info will be available 1 week prior to the event) Full tender released: by 31.1.2020 Expected tender return date: 12.00 2.3.2020 Tender evaluation and decision: week beginning 16.3.2020 Standstill period and award: week beginning 23.3.2020 Contractor team working expectations Our ambition is to keep as much of the park open as possible during the works, so please refer to the attached draft contractors compound and working area plan for our preliminary thoughts. The main contractor will be responsible for the site as principle contractor (H&S) for all the works and will set up and operate the construction compound, oversee deliveries to site and the welfare facilities. The conservation works contractor(s) will need to work with the main contractor for these elements of the works. Given that aspects of this contract is of a specialist nature (especially with regard to landscape, sport and play), we will be looking for the main contractor who can demonstrate an understanding of the key sub-contractor packages that will form part of the tender. As part of the tender information we will be identifying some contractors for the landscape and tennis court elements who we believe have previously demonstrated the high quality landscape and sport provision we are expecting. Other names can be proposed, but they would need to demonstrate an equal or better level of competence and experience when assessed during the tender quality assessments. All contractors and sub-contractors will need to be able to demonstrate a high level of competence and provide evidence that they have worked on schemes that are; high profile, within a heritage setting and/or within public parks. They will also need to demonstrate that they have experience and technical knowledge to implement a scheme with complex landscape requirements and multiple interfaces with other specialist contractors.
