Tender description

The Council procured 3 partners to deliver a comprehensive and wide ranging highways maintenance contract to replace the current Lincolnshire Highways Alliance which is due to reach full term on the 31.3.2020. The procurement included 3 lots: Lot 1: Highway Works; Lot 2: Traffic Signals; Lot 3: Professional Services. The contract term for each lot is 6 years, with services commencing on the 1.4.2020, with the opportunity to extend the contract for an additional 6 years to a maximum term of 12 years. The Council procured a partner to assist the Council in the provision of the highway service so that the authority can meet its obligations and statutory duties. The provision of service is anticipated to initially include but not be limited to: — minor repairs: respond to minor maintenance, potholes and general defects on the highway in accordance with response times, — 24 hour emergency response: fast response service to deal with highway related incidents, — winter service provision: labour provision for pre-salting of the highway network, — drainage cleansing and landscape maintenance — gully cleansing, grass cutting and tree works, — surfacing schemes (including surface treatments): patching and surfacing, surface dressing, micro asphalt and slurry sealing, — structure maintenance: bridge replacement and repair schemes, — street lighting: routine maintenance cleaning and replacement with emergency response, — countryside service: repair and maintenance of public rights of way, — construction schemes: various disciplines. The Council procured a partner to assist the Council in the provision of the highways service so that the authority can meet its obligations and statutory duties. The provision of service is anticipated to initially include but not be limited to: — core maintenance activities: attendance to and clearance of traffic signal faults, emergency response to repair damage and defects deemed to be unsafe, changes to controller configurations, temporary switch offs and switch on for third parties, installation cleaning, installation safety checks, installation condition assessments, checking broadband and mobile phone connectivity, maintenance of a Tidal Flow system,temporary traffic management for traffic signal works, deployment of an emergency generator during periods of extended power loss at priority locations, — capital improvement schemes: full replacement of worn out traffic signal installations, partial refurbishment of traffic signal installations, new traffic signal installations for LCC Capital improvement schemes (including section 278 schemes), — contractors design: electrical design for traffic signal installations and cable systems, traffic management schemes for traffic signal operations full details of the requirements are included in the procurement documentation. The Council procured a partner to assist the Council in the provision of the highway service so that the authority can meet its obligations and statutory duties. The provision of service is anticipated to initially include but not limited to: — design services: provision of management and design staff (civil engineers — all disciplines, transportation specialists, cost engineers, drainage specialists, traffic signal specialists rail planning specialist, environmental specialists, waste disposal, quantity surveying, urban design, topographical surveying and project management), — carrying out professional services in relation to (civil engineering, development planning, asset management and monitoring, environmental, conversation and archaeological studies, building and property services, provide expertise in digital technology, complete design packages for both major and minor schemes, maintain and manage LCCs traffic models including traffic data collection full details of the requirements are included in the procurement documentation.
