Tender description

Zero Waste Scotland wishes to procure services for the provision of food and drink waste advice and support free of charge to businesses in Scotland. ‘Resource Efficient Scotland’ is a programme delivered by Zero Waste Scotland, funded by the Scottish Government and the European Regional Development Fund (ERDF). Since 2016, this programme has offered support and advice regarding food and drink waste to over 250 small and medium-sized enterprises (SMEs) in Scotland as a separate but linked service through the ‘Resource Efficient Scotland Advice and Support Service’. This support has resulted in implemented lifetime savings of over 5 000 000 GBP and over 12 000 tonnes of carbon dioxide (CO2e) and has contributed significantly to the Scottish Government’s food waste reduction target of reducing food waste by 33 % by 2025. Both the ‘Resource Efficient Scotland Advice and Support Service’ and the standalone food and drink waste support service conclude in March 2020. Zero Waste Scotland intends to procure a new food and drink waste advice and support service provision that maintains and builds upon momentum in this area to date, continuing to be an integral delivery mechanism to achieving the food waste reductions target and delivering savings for businesses within Scotland’s year-on-year. The new service provision will increase the range of standard and innovative services, skills and/or expertise that will be available to support both SMEs and non-SMEs with the identification and implementation of food and drink waste reduction opportunities. This may include behaviour change, behaviour science and staff training opportunities where relevant and appropriate. Zero Waste Scotland anticipates that this agreement will be for a maximum of five (5) years, including optional extension periods, and will be a multi-lot, multiple supplier arrangement with a maximum value of 3 000 000 GBP (inclusive of value added tax) over the term of the agreement. However this has not yet been determined or confirmed and may change if and when a tender document is published. The available services will be provided free of charge to the support recipients operating primarily within the manufacturing, hospitality and retail sectors. This includes meat, seafood, dairy, bakery, fresh produce, brewing and distilling, cafes, restaurants, food to go, catering, hotels and convenience stores. Delivery is anticipated to be through a combination of planned (proactive) support interventions with businesses who offer the greatest potential savings, and ad-hoc (reactive) support for businesses identified by Zero Waste Scotland as being appropriate recipients. All interventions will be agreed with and approved by Zero Waste Scotland through a call off process prior to any activity being undertaken. Zero Waste Scotland intends to host a half-day supplier engagement event in stirling on 20.1.2020 to provide further information on: the scope and scale of previous service arrangements; the anticipated requirements of the replacement service; the skills, knowledge and experience we think may be required; and the procurement process that will be followed.
