Tender description

The Independent Complaints and Grievance Scheme Delivery Report, agreed by both Houses in July 2018, identified a requirement for a new training programme that should be available to all those working on the parliamentary estate. This procurement is to identify a suitable supplier for that training. 8.1) The UK Parliament is seeking a supplier to deliver training to combat bullying and harassment and sexual misconduct as part of a system of training to support the new Independent Complaints and Grievance Scheme (ICGS). 8.2) The ICGS, together with the new Behaviour Code, provides a framework for creating a respectful and courteous working environment and allows allegations of unacceptable behaviour to be dealt with promptly, fairly and effectively. The Authority is seeking providers who can deliver interactive, engaging and reflective training on the topics of bullying and harassment and sexual misconduct that can be adapted and made relevant to the different areas of our organisation and is sensitive to the current and historic context and background. The training should bring to life the principles of respectful behaviours as enshrined in the Behaviour Code and support and challenge people to understand unacceptable behaviours through exploring societal norms, especially in relation to sexual misconduct, and individual frames of reference. Training will be primarily at Westminster as this is where most of our audiences are based. However, it should be noted that Members’ staff are employed directly by MPs and as a group form a significant number of staff within the wider community of Parliament. Members’ staff include people who work on the Parliamentary Estate, in a constituency office or at home.
