Tender description
The provision of passenger transport minibus services is to transport children and young people with special educational needs, who travel to school; and vulnerable adults who travel to day care services. This procurement is comprised of 2 lots. Lot 1 for children's minibus provision and Lot 2 for adult minibus provision. The Council is undertaking the procurement in accordance with the Open Procedure of the Public Contracts Regulations (2015). Children’s Lot 1 and Adults Lot 2 requirements are detailed in the instructions to tenderer. 2 contracts within children’s Lot 1 and 1 contract within adults Lot 2 will be called-off at the point of appointment to the framework. The requirements and award criteria for these three contracts are in the instructions to tender. The framework will be for a duration of 4 years. The 3 initially available call-off contracts will be for a duration of 5 years, with an option to extend up to a 2 further years at the discretion of the Authority. Lot 1 children’s involves the provision of Passenger Transport Minibuses for eligible children and young people in the Royal Borough of Kensington and Chelsea and Westminster City Council, in minibus vehicles that are accessible and non-accessible for wheelchairs. Services will require the provision of passenger assistants. Further detail is available in the specification. The framework will be for a duration of 4 years commencing on or around 1.8.2019. The 2 initially available Lot 1 children’s call-off contracts will commence on or around 3.9.2019 and will be for a duration of 5 years, with an option to extend up to a 2 further years at the absolute discretion of the Authority. All tenderers bidding to be appointed on to children’s Lot 1 of the passenger transport minibus framework must pass the minimum requirements set out in the instruction to tender documentation, and will be evaluated against the following criteria: — Stage 1: compliance: pass/fail criteria, — Stage 2: quality: 40 %. 2 call-off contracts within children's Lot 1 will be awarded at the point of appointment to the framework. The criteria for this will be the tenderer scoring the highest combined quality and price score against the following criteria: — Stage 1: qualification: pass/fail criteria, — Stage 2: quality/technical: 40 %, — Stage 3: commercial: 60 %. Further detail regarding the requirements and award criteria for the appointment to the framework, and the award of contracts are detailed in the instructions to tender documentation.
