Summary of the work The developer will build the new Media Monitoring Unit content management and delivery system. It will allow writers to compose and save briefings, then display a feed a media briefings to Government communicators who sign up. It will also deliver briefings by email based on their subscription. Specialist role Developer Latest start date Monday 18 February 2019 Who Speclialist Work With You will be working with a multi-disciplinary team, mainly developers. You will work directly the Media Monitoring Unit CMS Product Manager and the Media Monitoring Unit transformation manager. What Specialists Work On The developer will build the new Media Monitoring Unit content management and delivery system (using Laravel, PHP). It should allow writers to compose and save content on the system. It should display a feed of media briefings, updates and guides accessible by Government communicators, after they register an account. It will deliver them to users by email based on their subscription (using MailChimp API). Content produced by writers will also be accessible by an API or a feed. Skills & Experience • Minimum 4 years in a professional web development role. • Strong working knowledge of PHP5/PHP7 and OO PHP development. • At least 2 years of strong working knowledge of Laravel, including solid understanding of MVC and TDD. • Frontend UI development with Bootstrap, SASS and Gulp/Webpack. • Ability to present and communicate technical solutions to a technical and non-technical audience. • Experience of working with third-party APIs, including MailChimp/AWS SES. • Experience developing APIs and feeds • Ability to take ownership of the entire development lifecycle, i.e. development and testing through to deployment. Nice to Haves • Experience working in government • 2 years experience of working in cloud based infrastructure using AWS. Work Location 70 Whitehall, London Working Arrangments On site 5 days a week for daily standups and regular interaction with the deliver manager, product manager and technical architect. Remote work encouraged ~1 day every 2 weeks. Security Clearance Supplier will require SC clearance. We will not assist in the security clearance process. What is the contract length? 10 weeks, with a possibility to extend. 2. What is the day rate? The maximum day rate is £550 per day. 3. What is the IR35 status of this role? This role sits outside of IR35. 4. Is there a current incumbent in this role? No. Some early prototype work has been carried out by the technical architect. 5. Is previous Public Sector experience essential? Not essential, but SC clearance is essential. 6. Is there a comparable system already in place either within the Public Sector, or Private Sector, to show what is ultimately looking to be achieved? Yes. We are rebuilding and adding to the functionality of the current MMU platform (which is currently malfunctioning).The product roadmap draws on elements from feed readers (Feedly, Tweetdeck) for 'reader'-personas and cloud CMSs (Ghost, Wordpress, Blogger) for 'writer/editor'-personas. 7. Are you flexible in either needing to be SC cleared or working on site? Suppliers are required to work on site at least 4 days each week, so they are close to users and the wider team. Working on site requires SC clearance. 8. Is the day rate inclusive of VAT? The day rate is not inclusive of VAT. The maximum day rate is £550 + VAT at 20%.
