Tender description

Highways contractor supplier engagement meeting to go through Wiltshire Council Highway Surfacing procurement programme 2020. Wiltshire Council will shortly go out to tender for a number of highways contracts. This contractor supplier engagement meeting has been arranged to allow potential tenderers the opportunity to find out more about these contracts, ask questions and provide advice to the council based on their own experiences that would assist the council in finalising the tender documents. The total current value of these contracts is around 12 000 000 GBP pa although the new contracts total value will be higher than this to take account of proposed increases in funding from central government. The tenders will be invited for the following contracts; Term machine surfacing contract This will be a tender to award contract to a term contractor to carry out major highway surfacing works in Wiltshire. The contract will be for 5 years, with the option to award up to 2 years extensions based on performance during the 5 year period. Whilst the majority of these works will be on Wiltshire Council’s highway network there may be occasions when works are required on the Council’s car parks, public amenity land, public open spaces, land owned or occupied by others. The successful tenderer will be required to provide machine surfacing works (inlay and overlay) including associated minor civils works, coring, patching, road markings and cats’ eyes, including any necessary temporary traffic management associated with these works. The contractor will also be required to record and reduce the carbon footprint associated with their activities. Term surface dressing and micro asphalt contract This will be a tender to award a contract to a term contractor to carry out surface dressing and other surfacing treatments in Wiltshire. The contract will be for 5 years. Whilst the majority of these works will be on Wiltshire Councils highway network there may be occasions when works are required on the Council’s car parks, public amenity land, public open spaces, land owned or occupied by Others. The successful tenderer will be required to provide an annual surface dressing programme including pre-patching works, surface dressing or micro asphalt, coring, mix designs, sweeping, road markings and cats’ eyes, minor civil engineering works, including any necessary temporary traffic management associated with these works. The contractor will also be required to record and reduce the carbon footprint associated with their activities. A framework contract for other specialised Highway Works Wiltshire Council are inviting contractors to be shortlisted as providers on a framework contract providing a number of specialist highway services. The contract will be for 4 years. Whilst the majority of these works will be on Wiltshire Council’s highway network there may be occasions when works are required on the Council’s car parks, public amenity land, public open spaces, land owned or occupied by others. The framework contract will be in the following lots grouted asphalt, road re-texturing, reactive carriageway and footway patching, Specialist surface dressing and inhibitors, concrete repairs and surfacing, road markings, temporary traffic management, laboratory compliance testing of highway materials, minor civil engineering works, In-situ recycling to carriageways and footways and tree maintenance. Successful shortlisted providers will be asked to undertake mini competitions and provide quotations for works throughout the contract period. Due to the specialist nature of these works they will not be required continuously throughout the year and may be seasonal. Tree maintenance works will be ongoing throughout the year and providers will provide rates for specific types of works and locations.
