Tender description
The University of Birmingham currently has 15 user groups that require 2-way business radio communication systems. Some of these groups use business radio to support health and safety and potentially lifesaving functions. The current service users include security, estates management IT services, accommodation services, potering and cleaning as well as a number of independent small groups. The objective of this tender process is to appoint a trusted integrator with the ability to source and supply, install and support 2-way business radio hardware, software and cabling to deliver a robust and resilient communications system to The University of Birmingham (UOB). The University of Birmingham is looking to award a contract for an initial period of 3 years, with an option to extend for an additional period of 1 plus, 1 plus and 1 years. The University wishes to procure business radio systems and to form a strategic partnership with a trusted integrator and have the ability to purchase associated software/hardware, cabling, leaky feeder systems both above and below ground and associated professional services that will provide support and management for the infrastructure. Any solution proposed must take in to account the current environment for both above and below ground communications. One of the key drivers is health and safety of our loan worker radio users. We require robust man-down systems to be integrated with some of our user groups with the ability of GPS positioning and in-building positioning systems where required. The ability to record all radio communications during an emergency is essential. All server and computer infrastructure connected with the business radio systems will need to be provided and supported by the radio systems provider. The high-level objectives of this tender and a subsequent contract include: — an easy to implement service, which has a minimal impact on staff resource from a daily management perspective, — any solution must take account of legacy equipment and incorporate this where required, — any solution must be cost effective and must be able to support the University’s requirements, — any solution implemented must use encryption to comply with GDPR regulation regarding the transmission of personal information, — to undertake disposal of old legacy radio equipment in line with the waste electrical and electronic and equipment directive on a cost neutral basis.
