Summary of the work The MOD supports a bespoke and operationally critical C2 capability via in-sourced arrangements, owns the SI and Design Authority functions, but wants to move to a partially out-sourced service model. An experienced Service Designer is required to develop the partially out-sourced service model so it can be costed and competed. Specialist role Designer Expected Contract Length 3m full-time, Options: 1m full-time, 11m part-time. Options subject to financial approval Latest start date Monday 6 January 2020 Maximum Day Rate £1,500 inclusive of agency fee Who Speclialist Work With Working within the Special Projects Information Systems & Networks (SPISN) delivery team, you will work predominantly with the User and System Design Authority, as well as the Project and Commercial leads. What Specialists Work On 1. An evidence-based benefits, impact and risk assessment of candidate viable options for partially out-sourced service management models to include IaaS and a managed desktop service. 2. A detailed Service Map of the proposed service relationships and interfaces 3. Support to MOD at an Industry event to apply Industry feedback to the options developed 4. Presentation to the customer of an evidence-based recommendation on the best viable option. 5. Estimated vendor support laydown/headcount forecast 6. Assistance in costing the risks 7. Optional tasks: a. Assistance with the tendering process b. Development of the service description c. Business Change Management Plan Skills & Experience • Expert understanding of ITIL Service Management Frameworks • A technology evangelist with a strong understanding of traditional on-premises environments • Working knowledge of data centres architectures, desktop systems and cloud hosting environments • Understanding of government security and accreditation process • Experience of working in an environment that handles sensitive data • Understanding of risk and risk management Nice to Haves • Understanding of the MOD working environment • Skillset aligned to the Government's Digital, Data and Technology profession Lead Service Designer profile https://www.gov.uk/government/publications/lead-service-designer-skills-they-need • Fluency with commercial frameworks and government competition process Work Location Abbey Wood, Bristol, BS34 8JH Working Arrangments Full time from 6 Jan 20 until 30 April 20, with an optional part time period (approx. 2 days per week) from 1 May 20 until 31 Mar 21 subject to the partially outsourced model becoming the Investment Appraisal preferred option. Likely 2 days working in the West Midlands, 1 day working in the South West (Abbey Wood) and 2 days working from own location. This is indicative and entirely subject to access and User availability. Is there a current incumbent? There is no incumbent - this is a new role. 2. The post says that the contract duration is 3 months and then the options are 1 month full time or 11 months part time. Are these options in addition to the initial 3 months? These options are in addition to, and will run successive to, the initial 3 months.For clarity, Contract duration is for an initial 3 months full time up until 31 March 2020. Subject to financial approval (and therefore included as options), there will be an additional 1 month full time (1 -30 April) followed by 11 months part time (1 May 20 - 31 Mar 21). 3. The candidate will be expected to work between this site, Abbey Wood and their own location as required, but a rough weekly ratio is 2:1:2 (Hereford:ABW:own location). 5. Is it offsite, or expected to be onsite at Bristol or Hereford? The part-time optional period will be at least 80% at Abbey Wood with the occasional meeting at Hereford. 13. When the role is part time how many days a week will this require? Expected around 2 days per week. The days can be either fixed or flexed by agreement with the delivery team. 14. Where will the interview expected to be held? Will this be in the West Midlands or Abbey Wood site? Interviews will be held at Abbey Wood.
