Tender description

Manchester Airport Group (MAG) is running a request for information (RFI) to engage with potential suppliers to understand the market fully in regards to a moving map solution. Further information can be found in the detailed description of this notice. MAG is seeking a partner who can supply and implement at our airports a solution that will deliver the following capability: — provide mobile in-vehicle displays that shows a map of the airfield with real time location and tracking of all aircraft and vehicles on the airfield, — for the in-vehicle map displayed to centre on the vehicle in which the display is located and remain centred as the vehicle moves, — for the situational location data from aircraft and vehicles to be sourced from MAG/NATS SAAB MLAT system (as this is the system MAG have deployed to vehicles in scope of those that need to be tracked), — to track the vehicles movement against a set of defined ‘safety net’ rules, rules that determine what type of movement is unsafe, and to alert the vehicle driver should any of these rules be breached, — for the ‘safety net’ rules to be taken from MAG/NATS implementation of the Indra 9 000 system (as this is the system that will master the safety net rules), however with the ability to configure which rules are relevant to specific vehicles and only to alert when relevant rules are breached, — provide an operational tool to display CDM milestones for each aircraft, — to deliver a support service that provides 24/7 cover and meets MAG’s service level requirements on response time etc. As part of Advanced-surface movement guidance and control system (A-SMGCS), a vehicle driver must rely on instruction from the Controller to prevent collisions and conflicts. The ‘Moving Map’ initiative aims to deliver some of this capability to the vehicle driver such that; Via an in-vehicle display, that shows a map of the airfield, they are provided with situational awareness of all airfield movements, aircraft and vehicles including their own vehicle. As they drive the vehicle the map remains centred on their own vehicle to ensure that situational awareness specific to themselves is maintained. A specific set of rules on conflicts and incursions, only relevant to a vehicle, is employed such that the vehicle driver is alerted, via the in-vehicle display, when they don’t conform to these rules. The primary objective of providing this capability to vehicle drivers is to improve airfield safety, specifically in low visibility. MAG are seeking a partner who can provide a ‘Moving Map’ solution interface with the ASMGCS that can be implemented at our airports to provide this capability to vehicle drivers and to support this solution to a required level of service.
