Formal notice of cancellation and subsequent re-advertisement of the following procurement: Bristol City Council (BCC) is seeking to establish a framework for survey, advice, supply and installation of the following non-domestic energy efficiency services: — LED lighting and controls, — Insulation (cavity, loft and pipework), — Building management system (BMS)/building energy management system (BEMS), — Energy and building services efficiency improvements. BCC sought suppliers to survey, advise, supply and install LED lighting and controls as part of its non-domestic energy efficiency framework. BCC has made the decision to cancel this current procurement process. Having reviewed tender responses BCC considers this the best course of action for the following reasons: — a lower quantity and quality of response from the market than envisaged, — a greater number of clarification questions than envisaged. It is BCC’s intention to improve on the process; accordingly BCC will review the procurement documents and hold a supplier engagement session. BCC will also review the procurement procedure previously used and consider adopting the restricted procedure to ‘pre-qualify’ suppliers based on their financial standing and technical or professional capability so as to narrow the number permitted to submit bids. BCC remain committed to the establishment of a non-domestic energy efficiency framework. It is its intention to re-advertise the opportunity shortly and BCC encourage all interested suppliers to respond.
