The LGA wishes to commission an external, independent organisation to research and identify the OD skills and capacity within councils in England, identify the gap, share OD good practice and develop a library of OD resources, ideally on-line, freely accessible to all councils and owned by the LGA. The maximum budget for this work is £25,000 exclusive of VAT
