Tender description

Scottish Water is seeking to appoint strategic contractor partners for SR21 (2021-2027) and support capability development into and throughout SR27 (2027-2033) to support its planned, lower value, generally non-complex capital investment projects, including refurbishment and replacement requirements and our operational reactive repair requirements. The frameworks will be awarded for 2021-27, with extension options, at client discretion based on business requirements, up to 2033. The intention is to award contracts under this framework in 4 lots: Lot 1: R&M for infra water and waste water; Lot 2: Capital investment for infra and civils; Lot 3: R&M for M&E; and Lot 4: Capital investment for MEICA. Estimated value across the 4 lots for the initial 6-year period is in the range of 1 900 000 000 GBP to 2 300 000 000 GBP and when including the potential 6-year extension period is in the range of 4 300 000 000 GBP to 5 200 000 000 GBP (FY18/19 prices). Strategic contractor partners are required to provide expertise, guidance, support and resources in design, planning, management and delivery for the provision of repair and maintenance for Infrastructure Water and Waste Water refurbishment, responsive and operational repair services on a pan Scotland basis, including Islands. Activities may include but are not limited to: repairs to water pipes, valve and PRV installations, meter (revenue and network) installation and replacement, provision of new connections, replacement of lead supply pipes, replacement of fire hydrants, repairs to sewers, sewer jetting, sewer CCTV surveys, sewer flood clean ups, response to Environmental Pollution Incidents (EPIs), sewer vactor services. The services vary in nature from reactive or responsive based on customer or operational needs through to planned programmes of works. Services will require to be provided during normal working hours as well as out of hours and including weekends. To aid efficient resource management by our strategic contractor partners, an appropriate level of lower value civils/infrastructure projects on water and wastewater infrastructure will be routed through the partners for delivery. The construction, design and management (CDM) 2015 Regulations apply to these works and successful strategic contractor partners will be expected to discharge their duties in-line with this. Strategic contractor partners will work closely with Scottish Water resources in ensuring the delivery of a consistently excellent customer experience. The estimated total value for Lot 1 for SR21 and SR27 is in the region of between 650 000 000 GBP-900 000 000 GBP excluding VAT. For the initial 6-year period the estimated guidance range is 300 000 000 GBP to 400 000 000 GBP excluding VAT. Value ranges are based on FY18/19 prices and as such, these values will be subject to indexation over the duration of the agreement. For clarity, Scottish Water will award frameworks on an initial 6-year period with a 6-year extension option at the sole discretion of Scottish Water. Strategic contractor partners are required to provide expertise, guidance, support and resources in design, planning, management and delivery for the provision of Capital Investment Infrastructure and Civils for Water and Waste Water network refurbishment, replacement and responsive services on a pan Scotland basis, including Islands. Activities will be primarily planned in nature and will cover projects of a diverse value and type, potentially including elements of MEICA. Projects will require to be delivered within agreed timescales to ensure that service risk can be properly managed. Strategic contractor partners will be required to offer a design and build capability. The construction, design and management (CDM) 2015 Regulations apply to these works and successful strategic contractor partners will be expected to discharge their duties in-line with this. Strategic contractor partners will work closely with Scottish Water resources in ensuring the delivery of a consistently excellent customer experience. The estimated total value for Lot 2 for SR21 and SR27 is in region of between 1 300 000 000 GBP-1 600 000 000 GBP excluding VAT. For the initial 6 year period the estimated guidance range is 600 000 000 GBP to 700 000 000 GBP excluding VAT. Value ranges are based on FY18/19 prices and as such, these values will be subject to indexation over the duration of the agreement. For clarity, Scottish Water will award frameworks on an initial 6-year period with a 6-year extension option at the sole discretion of Scottish Water. Strategic contractor partners are required to provide expertise, guidance, support and resources in design, planning, management and delivery for the provision of repair and maintenance mechanical and electrical services on a pan Scotland basis, including Islands. Strategic contractor partners will be primarily focused on reactive repairs to our Water and Wastewater mechanical and electrical assets to ensure that the necessary high standard of customer service can be maintained at all times. This will involve support during normal working hours as well as out of hours and including weekends. To aid efficient resource management by our strategic contractor partners an appropriate level of planned projects will be routed through the partners for delivery. The construction, design and management (CDM) 2015 Regulations apply to these works and successful strategic contractor partners will be expected to discharge their duties in-line with this. Strategic contractor partners will work closely with Scottish Water resources in ensuring the delivery of a consistently excellent customer experience. The estimated total value for Lot 3 for SR21 and SR27 is in the region of between 400 000 000 GBP-700 000 000 GBP excluding VAT. For the initial 6-year period the estimated guidance range is 200 000 000 GBP to 300 000 000 GBP excluding VAT. Value ranges are based on FY18/19 prices and as such, these values will be subject to indexation over the duration of the agreement. For clarity, Scottish Water will award frameworks on an initial 6-year period with a 6 year extension option at the sole discretion of Scottish Water. Strategic contractor partners are required to provide expertise, guidance, support and resources in design, planning, management and delivery for the provision of Capital Investment combined MEICA, made-up of mechanical and electrical, mechanical and electrical process interface and specialist instrumentation control and automation, on a pan Scotland basis, including Islands. Activities will be primarily planned in nature and will cover projects of a diverse value and type. The construction, design and management (CDM) 2015 Regulations apply to these works and successful strategic contractor partners will be expected to discharge their duties in-line with this. Projects will require to be delivered within agreed timescales to ensure that service risk can be properly managed. The expectation is that works will entail management contractor capability within the specialist control and automation field principally. Strategic contractor partners will work closely with Scottish Water resources in ensuring the delivery of a consistently excellent customer experience. The estimated total value for Lot 4 for SR21 and SR27 is in the region of between 1 800 000 000 GBP-2 000 000 000 GBP excluding VAT. For the initial 6-year period the estimated guidance range is 800 000 000 GBP to 900 000 000 GBP excluding VAT. Value ranges are based on FY18/19 prices and as such, these values will be subject to indexation over the duration of the agreement. For clarity, Scottish Water will award frameworks on an initial 6-year period with a 6 year extension option at the sole discretion of Scottish Water.
