Tender description
UK Shared Business Services Ltd (UK SBS) on behalf of UK Research and Innovation (UKRI), wishes to establish a contract for completion of Phase 3 of the Polar Marine Aquarium Project, that being the design and execution of the Polar Sediment Core Facility. Contract start date will be February 2020 UK SBS is managing this procurement process in accordance with the Public Contracts Regulations 2015 (as amended from time to time) (the ‘Regulations’). This is a Services Contract being procured under the Open OJEU procedure regulations. See Section I.3) for access to procurement documentation. The construction of the existing sediment stores was completed in 2002. The existing refrigeration plant and cold room structures have reached the end of their lifespan which results in difficulty to maintain the facility in a reliable condition. There is a high risk for system breakdown and subsequently loss of valuable and irreplaceable samples. The sediment core stores are used to store sediment cores collected from various locations around the globe with an emphasis on Polar Regions. When experiments are carried out cores will be moved to the laboratories where processing and analysis can take place. The current setup of the science facility comprises the following areas: — Two cold rooms used for core storage designed to control temperature at +4oC, — A suite of laboratories used to process the sediment core samples, — Storage area and mezzanine for combined storage of sampling equipment and engineering materials. The plant equipment, which consists of independent hydrocarbon refrigerant condensers of varying size, are positioned on each of the cold stores together with associated controls systems. Evaporators are positioned within the room mounted to the walls. All plant has an N+1 configuration i.e. duty standby for resilience. Furthermore, the existing facility represents a high percentage of the electricity use of the entire BAS Cambridge site. This is partly because the current cooling and refrigeration equipment set-up is inefficient and outdated and therefore highly energy intensive. In addition, the current construction of the facilities & lack of insulation uniformity results in thermal bridges and defective parts which is increasing the cooling energy demands of the facility. The current project presents a unique opportunity for BAS to initiate future proofing the science facilities that require cooling and refrigeration and remove HFCs from the respective systems. The preferred option for BAS is the use of natural refrigerant cooling system and in particular CO2-based cooling and refrigeration. The Global Warming Potential values for HFC refrigerants are several thousand times higher compared to CO2. In addition, leakage of CO2 gas from a refrigeration system is consequently several thousand times less damaging to the environment than the release of any HFC gas. Delivering one of the most sustainable and efficient natural refrigerant system is a priority on this project and will facilitate BAS to meet its carbon reduction target. It is worth noting that the existing installation requires considerable manual handling, which is time consuming and a health and safety issue, so understanding these limitations and creating a design which improves on this is important to the success of the project All additional appendices can be found within Stage One: Overview Section on the Delta eSourcing Portal.
