Tender description

This is a Voluntary Transparency Notice to advise of the intent to award a contract to BMNT Partners LLC to provide pipeline enhancement to Navy Command's NEMESIS project. Background: As directed by the Second Sea Lord, NEMESIS has been established to accelerate the delivery of cutting-edge innovative technology across the Naval Service. As a fundamental element of demonstrating Navy Transformation's tangible success, NEMESIS is focused on achieving four benefits across all Use Cases: Digital, Autonomy and Lethality, via enhanced Agility. In delivering this, chaired by ACNS(Cap), NEMESIS is attempting to cohere the combined efforts of multiple areas of the Naval Service including, but not limited to, DARE, NELSON, MarWorks, NavyX, 700X NAS (RN UAS Squadron), 1710 NAS, MASTT, FCF and more. Requirement: To develop the NEMESIS pipeline, where these benefits can be delivered, the CTO proposes to source professional services to enable us to upskill our own Tech & Innovation community to go faster, better, cheaper and more coherently, by learning from others' experiences and developing our own, repeatable system fit for our unique, complex needs. CTO proposes contracting directly with BMNT for the specific services. Being the market leader in this field and having a proven validated and trademarked business model for the innovation pipeline this would allow for the right expertise to be in place to drive forward the development of NEMESIS. BMNT are currently the company which has a pipeline process developed exclusively for the military Tech & Innovation sector. BMNT are a Silicon-Valley and London-based organisation with experience of working with CIA's In-Q-Tel, USN's ONR, SOCOM's SOFWerx, DOD's DIU, USAAF's AFWorks and more delivering their trademarked H4X process. Governmental and particularly Defence working brings in a whole new level of constraints that are not found in the civil sector. No other company in UK has experience or a product developed for military innovation pipelines. To date, OCTO and MOD's Defence Innovation Unit (DIU) know of only of BMNT that is dedicated to developing military innovation pipelines. Their pipeline methodologies are trademarked, proven and not licenced for use by third parties.
